Submissions must be received in the Purchasing Department prior to the designated time for opening. Submissions received after the designated time of opening will be considered late and shall be considered Non-Responsive. HCDE does not accept faxed or electronic bids. HCDE reserves the right to accept or reject any or all Bids/Proposals or any part thereof, to waive technicalities and informalities, and to award a contract to other than the lowest bid.
