Question Deadline 10/14/2025 at 5:00 PM CT via email to humphrey@texarkanatexas.gov Scope of Work - Tree Removal & Related Services 1. General Requirements The Contractor shall furnish all labor, materials, tools, equipment, and incidentals necessary to perform tree removal, limb trimming, and storm clean up services.as specified herein. All work shall be completed in a professional manner in accordance with industry standards and applicable safety regulations. Contractor must be bonded and insured. The City will: o Provide traffic control for all work. o Haul off all trees, limbs, and debris from the work site for tree removal or limb trimming services o Provide location for haul off if City requests contractor to haul off debris o City Stockpile Site behind Southwest Center (3222 W. 7 th Street) o Texarkana South Stateline Sewer Treatment Plant (3616 S. Stateline Ave) 2. Tree Removal o Contractor shall remove trees to a depth sufficient for stump grinding to be performed (cut to swell of trunk). o Contractor is responsible for felling and cutting the tree into manageable sections as necessary for safe removal. o All work shall be performed without damage to surrounding property, utilities, or vegetation not designated for removal. o Contractor is responsible for restoring any disturbed ground to pre-work condition (excluding stump area). Contractor is responsible for all damages related to tree removal work. o Contractor shall provide all labor, materials, tools, and equipment necessary for tree removal, including but not limited to haul trucks, loaders, bucket trucks, chainsaws, and rigging equipment. o Below is a list of exceptions where price for removal price shall be negotiated between City and Contractor. City reserves right to bid out these trees on a case by case basis if price negotiated can not be agreed up. o Utility lines (overhead or underground) interference o Any tree work that will require rental of crane or any tree that is deemed overly dangerous. This shall be agreed upon by City and Contractor when investigating tree o Emergency call outs after hours (Monday thru Friday 7 am to 5 pm is considered normal hours) Bid Items for Tree Removal (Unit Price per Tree): 1. 0" to 16 " diameter at breast height (DBH) 2. 16" to 24" DBH r at breast height (DBH) 2. 16" to 24" DBH 3. 24" to 36" DBH 4. Over 36" DBH o *In event contractor is asked to haul off material, per load haul charge (unit price) - 1 load equals 15 CY Limb Trimming o Contractor shall provide all labor, materials, tools, and equipment necessary for limb trimming, including but not limited to haul trucks, loaders, bucket trucks, chainsaws, and rigging equipment. o Limb trimming may include the removal of dead, broken, or hazardous branches, as well as clearance trimming for structures, signs, and roadways. o All limbs shall be cut back to a suitable lateral branch or to the trunk, in accordance with proper pruning techniques. Bid Item for Limb Trimming: o Hourly rate per crew (including all equipment and tools required to perform the work) - 3 hr minimum. o Per load haul charge (unit price) - 1 load equals 15 CY 4. Storm Cleanup Services o Contractor shall provide all labor, materials, tools, and equipment necessary for storm clean up, including but not limited to haul trucks, loaders, bucket trucks, chainsaws, and rigging equipment. o Storm clean up includes assisting City in tree/limb/debris cleanup after storm. o Contractor shall assist in hauling off material to designated spot by City. Bid Item for Limb Trimming: o Hourly rate per crew (including all equipment and tools required to perform the work) - 3 hr minimum. o Per load haul charge (unit price) - 1 load equals 15 CY 5. Scheduling & Coordination o All work shall be scheduled in coordination with the City's designated representative. o Contractor shall respond to request within 48 hours of the attempted contact. o Contractor must notify the City at least 24 hours in advance of planned work. o Emergency work may be requested with shorter notice; contractor shall respond within 24 hours. 6. Safety o Contractor shall comply with all applicable OSHA safety standards, ANSI Z133 Safety Requirements for Arboricultural Operations, and local ordinances. o All personnel shall wear appropriate PPE at all times. o Contractor shall ensure equipment is operated only by qualified personnel
