As of October 20, 2025, this project has not yet been awarded. A timeline for award has not yet been established. The City of East St. Louis is requesting proposals from qualified engineering firms to provide design and construction management services for the Street Light Improvement Project along 13th Street to 21st Street and State Street. The scope of the project is part of the city's infrastructure modernization efforts to enhance public safety, energy efficiency, and smart city capabilities. Instructions to bidders include the ability to download the full bid documents from the city website or pick them up at the City Clerk's Office, submission of bid packets to the City Clerk's Office, and direction to contact the Purchasing Director for questions regarding the bid process. The City reserves the right to reject all bids, request additional information for clarification, accept or negotiate modifications to bids after the deadline, and to waive any irregularities if it serves the City's best interests.
