Project Scope and Requirements 1. Proposals must include the development of duplex units (minimum of two duplex buildings). 2. Housing must be targeted for HOME-ARP qualifying populations. 3. Units must remain affordable and comply with HOME-ARP affordability period requirements (minimum 15 years). 4. Developers must ensure compliance with fair housing, environmental review, procurement, and other applicable federal requirements. 5. Units must be constructed on property owned or acquired legally with clear title. HOME-ARP Program Compliance All projects must comply with the HOME-ARP Notice (CPD-21-10), including: 1. Income targeting and qualifying populations 2. Affordability requirements and tenant protections 3. Use restrictions and long-term compliance 4. Fair housing and equal opportunity 5. Davis-Bacon (if applicable), Uniform Relocation Act (URA), and Section 3 HOME-ARP rental housing funds may be used for the following project hard costs, soft costs, and project-specific costs of an identified HOME-ARP project. 1. Description of the development team and past experience 2. Project narrative and timeline 3. Site location (including documentation of site control or acquisition plan 4. Preliminary budget and sources/uses of funds 5. Operating pro forma (15-year minimum) 6. Description of how project serves HOME-ARP qualifying populations 7. Certification of compliance with federal requirements Evaluation Criteria 1. Organizational capacity and experience 2. Readiness to proceed 3. Financial feasibility 4. Strength of project design and location 5. Commitment to HOME-ARP target populations 6. Long-term sustainability and affordability 7.
