Deadline for questions September 26, 2025.Constructs a 2.6-acre underground infiltration gallery at the David M. Gonzales Recreation Center in Pacoima & modifies nearby storm drains serving a 759-acre tributary area with an estimated yield up to 448 AFY of stormwater runoff, in order to divert their flows to this facility, where the water will be infiltrated into the subsoil. Install (SD): pipes diversion structures desilting basins hydrodynamic separators devices to control & measure flows Also: Demo, excavation & reconstruction of streets, sidewalks, curbs & gutters in City ROW Demo, excavation & construction within park Construction to restore park facilities (including sports fields) & landscaping afterwards, and additional improvements Educational signage Tree work Traffic control This project proposes to capture stormwater runoff from a 759-acre tributary area with an estimated average yield up to 448 AFY by diverting flows within the nearby storm drains to the park. The project consists of installing a 2.6-acre underground infiltration gallery to capture and infiltrate stormwater at the David M. Gonzales Recreation Center. Construction of the underground infiltration gallery will include installation of storm drain diversion structures, storm drain pipes, hydrodynamic separators (HDS), desilting basins, flow measuring devices, and educational signage. The project will also include restoration of existing park components as well as new improvements. This project is subject to the provisions of the City's Local Business Preference Program. Los Angeles Administrative Code Division 10, Chapter 1, Article 4, Section 10.25 adopted the Local Business Preference (LBP) Program which was designed to increase local employment and expenditures in the local private sector. All Bidders are eligible to participate in the LBP Program. The City shall grant a 6% bid reduction of their Bid amount solely for Bid evaluation purposes to those bidders who are certified as a Local Business Enterprise (LBE) firm. If the LBE is also a Local Small Business (LSB) and/or Local Transitional Employer (LTE), they may be granted an additional 2% reduction for each of those certifications, up to a total of 10%. The City shall grant a 10% bid reduction of their Bid amount solely for Bid evaluation purposes to those Bidders who are certified as a City Business Enterprise (CBE) firm. If the CBE is also a LSB and/or LTE, they may be granted an additional 2% reduction for each of those certifications, up to a maximum of 12%. Additionally, all non-LBE/CBE Bidders may be granted a 1% bid reduction of their Bid amount solely for Bid evaluation purposes, up to a maximum of 5%, for every 10% of their bid that is to be performed by a LBE, CBE, LSB and/or LTE subcontractor. At the time of bid, the contractor must possess a valid State of California Contractor's License Classification of "A".
