Renovation of a municipal facility in Vidor, Texas. Completed plans call for the renovation of a municipal facility.
Furnish and replace one (1) existing natural gas generator at the City of Vidor City Hall, along with all other necessary items shown in the plans and as required in the contract documents. Bid Bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid for contracts greater than $100,000. A certified check or bank draft payable to the City of Vidor or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The project will be financed with assistance from the Hazard Mitigation Grant Program (HMGP) administered by the Texas Division of Emergency Management and is subject to all applicable Federal and State laws and regulations. The successful bidder must ensure that employees and applicants are not discriminated against based on race, color, religion, sex, sexual orientation, gender identity, or national origin. All contractors/subcontractors whose SAM.gov registration is not active or who are debarred, suspended, or otherwise excluded from participation on federal assistance programs may not undertake any activity under this project. Upon award, the successful bidder will be required to furnish payment and performance bonds. The City of Vidor reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held for a period not to exceed 60 days from the date of the bid opening for review and investigation of bidder qualifications prior to contract award. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. This item shall consist of the mobilization of personnel, equipment and supplies at the project site in preparation for beginning work on other contract items. Mobilization shall include, but is not limited to, the movement of equipment, personnel, material, supplies, etc. to the project site and the establishment of office and other facilities necessary prior to beginning the work. A. This item governs for construc$on of concrete structures, founda$ons, and slabs-on-ground. B. Contractor assumes responsibility for design of concrete. It is the intent of the Contract Documents to provide the requirements and specifications for the construction associated with the City of Vidor, Texas - HMGP DR-4572-0018 City Hall Generator Improvements Project. The project scope for Base Bid includes but is not limited to: o Mobilize and prepare site; o Disconnect and remove existing natural gas generator and relocate as directed by Owner; o Remove and dispose of existing steel support frame; o Furnish and install new natural gas generator onto existing concrete pad; o Provide all electrical and gas connections; o Coordinate startup with supplier, Owner and Engineer; o Clean up site; The scope for Additive Alternate Bid #1 includes but is not limited to: o Remove and replace ATS, including temporary backup to maintain power during switch; The scope for Additive Alternate Bid #2 includes but is not limited to: o If proposed generator footprint exceeds limits of existing concrete pad, Contractor shall remove and dispose of existing generator pad; o Furnish and construct new 8" reinforced concrete generator pad, sized to provide a minimum of 1- foot clearance around selected generator; The scope for Additive Alternate Bid #3 includes but is not limited to: o If proposed generator footprint exceeds limits of existing wood fence, Contractor shall remove, realign existing fence, and install additional fencing as necessary for selected generator; A. Scope includes but is not limited to the following: Base Bid This project will replace an existing natural gas fueled generator with a standby natural gas generator at the City of Vidor, Texas City Hall (see attached photos). The electrical scope includes but is not limited to the following: o Provide the new natural gas generator per Specification 1040. o Off-load the generator to an onsite location designated by the Owner. o Disconnect and remove the existing 300kW diesel generator and transport it to a location within the City of Vidor as directed by the Owner. o Modify the existing generator support frame as required for the new generator. o Install the generator in the location vacated by the existing generator. o Replace the existing generator annunciator in the City Hall electrical room. o Reconnect the existing generator feeder, control wires, and 240/120 volt circuits for generator accessories to the new generator. If necessary, splice feeder with pre-insulated connectors (Polaris or equal) within the generator enclosure or in a NEMA 3R enclosure. o Reconnect the existing natural gas supply in accordance with the generator manufacturer's requirements. o Lead out in coordinating the startup with the generator supplier, Owner and Engineer and assist on site in the manufacturer's testing/startup process. Alternate Bid Item Replace the existing ATS located in the City Hall electrical room. Reconnect existing feeders and control conductors. If necessary, splice feeders with pre-insulated connectors (Polaris or equal) or replace entire length of feeder conductors.
