The Invitation to Bid (ITB) seeks competitive bids from qualified firms to provide clearance pruning of approximately 20,000 trees within the public right-of-way and/or private property trees and shrubs that overhang onto public right-of-way on selected streets. The successful Bidder may be obligated to provide supply, material, payment, and performance bonds in the full amount of 100% of the contract value. If Bid Security is required, bids must be accompanied by an original certified check, cashier's check, or a bid bond (collectively referred to hereafter as "Bid Security") issued by a surety authorized to issue such bonds in the State of Idaho, in the amount of ten percent (10%) of the total amount of the bid submitted. PDF versions will be acceptable for Bid Submittals. Original checks will be required to be physically delivered to ACHD within 48 hours of the submission deadline. If Bid Security is required, within 15-calendar days after award of the contract, ACHD will return Bid Securities, other than bid bonds, to all Bidders whose bids are not to be further considered in awarding the contract. The Bid Security, including bid bond if applicable, of the Successful Bidder shall be retained until the contract has been fully executed and the Successful Bidder has furnished all required contract security and met all other conditions of the Notice of Award. Any guarantees which have been forfeited shall be retained. Work under this Contract will comply with all applicable regulations of Ada County Highway District (ACHD), Boise City Parks and Recreation Department. The Contractor will provide all labor, equipment, and materials to prune all, or a selected portion of the trees within the area shown on the maps included in this contract document. Ada County Highway District reserves the right to add additional locations if required. A list with addresses, tree, and trim type will be issued after the award. If a tree in this area has been pruned prior to the Contractor's arrival, it will not require pruning; therefore, it will be considered complete and will not be eligible for payment. All equipment, tools, wood, trimmings, brush, wood chips or any other form of debris shall be removed by the Contractor at the end of each working day, except where otherwise noted in this contract, and the area swept clean of all materials related to the work operation. The Contractor shall dispose of all wood, chips, and debris at a location of their choice outside the work site area. All elm wood shall be taken to an approved disposal site. The disposal site will be approved by ACHD Road Vegetation Crew Chief, Josh Franz jfranz@achdidaho.org. Monday through Sunday, 7:00 a.m. to 5:00 p.m. The Contractor shall provide an "Average Unit Price" for each tree/shrub to be pruned. Award will be based on the result of the "Average Unit Price" times the estimated quantity. The cost of all work and requirements specified in these contract documents will be included in, and paid for by, the "Average Unit Price" per tree/shrub times the actual quantity pruned. The ACHD representative will be solely responsible for determining additions or deletions from the list of trees/shrubs to be pruned under this Contract. Completion of the pruning must be completed by June 30, 2026. ACHD shall be entitled to "Liquidated Damages" of $250.00 for each calendar day of delay in the completion of the work. Question Deadline 10/08/2025 at 4:30 PM MT - All questions or requests for clarification regarding this Invitation to Bid, including the content and requirements of the Bid and Contract Documents, must be submitted in writing through the "Questions and Answers" section of the online. Bidders are required to submit all inquiries through the online. Please be advised that no inquiries will be accepted after the stated deadline. Responses to all submitted inquiries will be posted exclusively on the ACHD eProcurement Portal. Bidders are encouraged to click "Follow" on the Bid to receive email notifications when responses are posted. It is the sole responsibility of the bidder to monitor the portal for responses and updates. Any clarifications or modifications that require an addendum will be addressed in a Final Addendum, which will be issued to all registered Bid Holders no later than 4:30 pm on Thursday, October 9, 2025. ACHD reserves the right to reject all bids or reject any bid not conforming to the intent and purpose of the Contract Documents whenever such action appears to be in the best interest of ACHD. Award of a contract pursuant to this procurement may be delayed, without penalty, for up to sixty (60) calendar days after the date of bid. ACHD reserves the right to reject any or all bids, to waive informalities, and to contract in the best interest of ACHD.
