The Town of Jackson, Wyoming seeks proposals from qualified and experienced persons, firms, or teams of firms to submit a proposal for the supply of equipment and services for a minimum of 20 Electric Vehicle (EV) charging station ports at a minimum of five sites, including design plans, completion of National Environmental Policy Act (NEPA) paperwork, purchase and installation of EV charging stations and associated technology, and management of EV charging stations upon installation. Additionally, Teton County seeks to install 10 charging ports on two County properties. The scope of work to be undertaken is defined by a federal competitive funding award from the United States Department of Transportation (USDOT) Federal Highway Administration (FHWA) under the Charging and Fueling Infrastructure (CFI) program. Respondents are invited to submit a proposal that addresses the requirements defined in this RFP and may submit proposals for one or more components of this RFP. This RFP seeks proposals from an individual, firm, or team to: o Prepare design plans for the new EV charging stations. o Prepare National Environmental Policy Act (NEPA) paperwork. o Purchase new charging stations and associated technology, signage, and infrastructure. o Install 30 new charging ports and associated technology, signage, and infrastructure. o Manage and maintain 12 existing and 20 new charging ports. These tasks may be completed by several different firms completing one or more portions of the project scope, by one firm that can do the full scope of work, or by multiple firms that submit a proposal together. If respondents propose a Design-Build contract, the respondent may NOT prepare NEPA paperwork or have any decision-making responsibility with respect to the NEPA process, as per 23 CFR 636.109. No commitment will be made to any respondent as to any alternative under evaluation in the NEPA process, including the no build alternative, until after the conclusion of the NEPA process, and any design-build contract must include termination provisions in the event that the no-build alternative is selected. The Town of Jackson seeks proposals from experienced persons, firms, or teams with expertise in the field of EV charging design and engineering services, EV charging station manufacturing and installation, EV charging station software, and EV charging station management, that address one or more of the following elements. Manage 12 existing and 20 new charging stations on Town of Jackson property. Teton County does not need this service. The Town seeks a qualified Respondent to manage the new EV charging stations, and to take over management of 12 existing EV charging stations owned by the Town. The 12 existing charging ports have a 5-year maintenance contract with Charge point that is effective through June 30, 2030. The Town of Jackson and Teton County reserve the right not to authorize Phase 2 of this project if federal CFI funding support is withdrawn. Under such a scenario, the Town and Teton County may consider other funding options to advance the project into Phase 2, potentially with a reduced scope. The Town and Teton County are unable to make such a commitment at this time. By submitting an application, the Respondent is acknowledging this possibility and forfeits all rights to claim reimbursement above and beyond the amount that has been obligated for pre-construction activities if the contract is terminated after Phase 1.
