As part of the IMPO Local Planning Grant Program, the IMPO and the Town of Whitestown will release a Request for proposals (RFP) on October 27 for an update to the town's active transportation plan. Whitestown adopted its first Bicycle and Pedestrian Master Plan in 2018 to guide the development of a safe, accessible, and connected active transportation network. Since then, the town has experienced rapid population and economic growth, including major residential and employment expansion along the I-65 corridor. The Big 4 Trail has become a key asset, linking Whitestown to Zionsville and eventually to Lebanon and other Boone County communities. This project aims to update the plan to reflect current growth, improve safety and accessibility, and strengthen regional trail and sidewalk connectivity. Anticipated Timeline: The IMPO anticipates issuing this RFP October 27, 2025 with an anticipated due date of November 21, 2025. Interviews, if needed, are expected to occur on December 19th. The update will address infrastructure gaps, improve non-motorized access to key destinations, and integrate green infrastructure to mitigate flooding and heat. It will also include Vision Zero strategies, ADA compliance, and coordination with regional partners to create a safe, resilient, and inclusive network. Tasks include existing conditions assessment and safety analysis, community and stakeholder engagement, network expansion and regional connectivity recommendations, design standards and policy update for safety and accessibility, and implementation strategy and funding plan.
