Isle of Wight County is soliciting sealed proposals from qualified firms to establish a contract through competitive negotiations for Pump Station #38 Pump Equipment Removal. Background Pump Station 38 is an existing wet well / dry well Pump Station located Isle of Wight County in the Carrollton area adjacent to Route 17. Currently 1 of the 2 Pumps has failed and needs replacement. Due to the design of the existing structure, there is not an adequate system in place for removal of the Pump. Load testing was conducted in 2025 on the slab in anticipation of this project. To allow for future removal of either pump, the rigging, structures, and hoists used for this task will remain in place for future use by Isle of Wight County Utilities Services Department. In preparation for the work of this project, Initial loading testing of structural members was contacted in 2025 and is included in the supporting documentation. The respondents to this IFB shall not contact, either directly or indirectly, any other employee or agent of the County regarding this IFB. Any such unauthorized contact may disqualify the offeror from procurement. The contractor will evaluate the structure of PS 28 and based upon that professional analysis install the necessary rigging and hoists to remove one of the existing pumps and place it on the platform outside the building. The rigging and hoist will remain in place and become the property of Isle of Wight County for its future use in maintaining the pump station. Bid Bonds will not be required for this solicitation. The Contractor shall provide all labor, equipment, rigging, hoists, and incidental materials necessary to safely remove the existing pump and place it in the designated location outside the structure. As part of this work, the Contractor shall furnish and install any temporary or permanent rigging, hoists, supports, or related equipment required to complete the pump removal. All installed rigging and hoists shall remain in place and become the property of the County for future use in pump reinstallation or removal. All work shall be performed in a manner that maintains safe operations and continued accessibility for County staff
