Site work and paving for a civil project in Virginia Beach, Virginia. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; and bridge / tunnel.

This project is located in the Cities of Norfolk and Virginia Beach, Virginia. The scope includes the widening of I-64 East from four to five lanes between Northampton Boulevard and I264, adding a high occupancy tolled, part-time shoulder Express Lane from Northampton Boulevard to the Twin Bridges over the Elizabeth River, and replacing the existing flyover ramp from I-64 East to I-264 East with a two-lane ramp that will connect to the collector-distributor (CD) lanes being widened on I-264. Additionally, bridge widening will occur at the I-64 East bridges over Kempsville Road and Virginia Beach Boulevard and on the inner I-264 bridge over Newtown Road. UPC (State Project No.) UPC 125602 (0064-122-548, P101, R201, C501) UPC 106693 (0264-122-342, P101) UPC 128363 (0064-122-600, P101, C501) The scope of work to be undertaken by the Design-Builder under the design-build contract for this Project will be identified in the RFP. This work includes, among other things all work required to support the design and construction of: (a) roadway; (b) survey; (c) structure and/ or bridge; (d) environmental (e) geotechnical; (f) hydraulics; (g) traffic control devices; (h) transportation management plan; (i) right-of-way; (j) utilities; (k) public involvement/ relations (l) quality assurance and quality control; (m) Intelligent Transportation Systems; (n) construction engineering and inspection; and (o) overall Project management. Offerors should note that all work performed on this Project must match the survey file datum and working units. An Interchange Modification Report (IMR) was completed by VDOT and has been approved by the Federal Highway Administration (FHWA). The Design-Builder will be required to fulfill all commitments included in the IMR, including, but not limited to the geometric design criteria and operational improvements. Environmental work shall address all items necessary for the acquisition of water quality permits in the name of the Design-Builder for the Project. Permanent noise mitigation shall be provided in compliance with the Virginia State Noise Abatement Policy and the Highway Traffic Noise Impact Analysis Guidance Manual. The final barrier location(s) and dimension(s) will be determined during the final design noise analysis. A Noise Abatement Design Report (NADR) shall be furnished by the Design-Builder. In accordance with the requirements of the National Environmental Policy Act (NEPA), VDOT has completed a Categorical Exclusion for this Project dated April 23, 2025. The Design-Builder will be required to fulfill all commitments included in the NEPA Document. Right-of-way work includes all items necessary to acquire the right-of-way. The Offeror's Right-of-Way team member shall be a VDOT prequalified right-of-way contracting consultant, and must include a VDOT prequalified Fee Appraiser and a VDOT prequalified Review Appraiser. All Right of Way acquisitions and relocations shall be performed in accordance with the VDOT Right of Way Manual and all applicable state and federal laws and regulations. Utility work includes all items necessary to perform the relocations, adjustments and coordination of utilities. Construction engineering and inspection work includes all items necessary for providing quality assurance and quality control in accordance with VDOT's Minimum Requirements for Quality Assurance and Quality Control for Design-Build and Public-Private Transportation Act Projects, revised July 2018. Coordination with all third-party stakeholders is the responsibility of the Design-Builder. VDOT's current estimated contract value for this Project is approximately $395,000,000.
