FY26 Street and Alley Program . Minority, women, veteran, service-disabled, veteran, and individuals with disabilities owned vendor preference shall be three percent (3%) of the value of the award Bid Date Note: ENVELOPES MUST BE MARKED "FY26 STREET AND ALLEY PROGRAM FOR THE CITY OF DOVER, BID NUMBER 26-0007WW." No faxed or emailed bids will be accepted. A bid received after the closing date and time for receipt of the bids is late and shall not be considered. It is the responsibility of the submitter to ensure that the bid is received prior to the closing date and time. Bids will be opened publicly at the time and place designated in this letter. All bids will be opened in the presence of the Procurement Manager or his/her designee. The main purpose of the bid opening is to reveal the name(s) of the bidder(s), not to serve as a forum for determining the low bidder(s). Your submission is not revocable for ninety (90) days following the response deadline indicated above. Questions or comments should be directed in writing to: Barry Wolfgang Contract and Procurement Manager City of Dover Procurement Office 710 William Street Dover, Delaware 19904 E-mail address: doverwhse@dover.de.us The contract shall be awarded within 90 days of the closing date to the bidder who is determined in writing to be most advantageous to the City. All prices must be held firm for a minimum of 90 days from the date of the bid opening. The bids and summaries shall not be open for public inspection until after receipt of a fully executed contract. Minority, women, veteran, service-disabled, veteran, and individuals with disabilities owned vendor preference shall be three percent (3%) of the value of the award. The vendor must identify qualification and claim to the preference on the submitted bid documents. The vendor must provide authoritative proof of minority ownership such as identification in the certification directory maintained by the State of Delaware Office of Supplier Diversity to qualify for this preference. This preference is to be considered as a stand-alone and cannot be added to any other preference that may be allowed. This preference shall not apply to subcontractors. A bid bond or certified check in the amount equivalent to ten percent (10%) of the proposal amount shall be required with each proposal. Acceptable bid security shall be limited to a bid bond in a form satisfactory to the City underwritten by a company licensed to issue bid bonds in this state or a bank certified check. If a bid does not comply with security requirements, it shall be rejected as being non-responsive. The check or bid bond of the bidder to whom the contract is awarded will be forfeited to the City of Dover as liquidated damages in case the contract and performance bond are not executed within fifteen days after receiving official notification of award. The City of Dover reserves the right to request corrections, clarifications, and/or additional information pertaining to the bidder's response. The City of Dover reserves the right to waive technicalities, to reject any or all submissions, or any portion thereof, to advertise for new bids, to proceed to do the work otherwise, or to abandon the work, if in the best interest of the City. This work is detailed in the Fiscal Year 2026 Street & Alley Program Invitation to Bidders, Bid No.: 26- 0007WW which is generally described as furnishing all labor, equipment and materials necessary to install 31 inlet protections, remove and replace approximately 2,488 linear feet of Type III Curb and Gutter, remove and replace approximately 15 linear feet of Type III Modified Curb with 2' pan, remove and replace approximately 9,418 square feet of 6" concrete driveway apron, remove and replace approximately 13,385 square feet of 4" concrete flatwork, remove approximately 150 square feet of brick sidewalk and replace with 4" concrete flatwork, remove approximately 50 square feet of concrete sidewalk and replace with approximately 5 tons of pervious bituminous asphalt pavement, remove and replace 8 Type J catch basin frame and head, remove and replace 2 Type Double J catch basin frame and head, restoration of 5 Type J catch basins, installation of approximately 1,215 square feet of new 4" concrete flatwork, installation of 190 square feet of detectable truncated domes, install approximately 130 cubic yards of GABC. Contractors will also prepare approximately 21,674 square yards of subgrade for resurfacing or paving, including any cleaning, sweeping, root mat removal, manhole and valve lid adjustment, remove and replace approximately 47 cubic yards of miscellaneous material, roto-mill 7,013 square yard-inch of bituminous pavement. Contractors will overlay approximately 2,417 tons of type "C" hot mix. Contractors will patch approximately 28 square yards of roadway using type "C" hot mix and install approximately 125 cubic yards of GABC. Other items included in this project, 119 linear feet of single white solid striping, 83 linear feet of single white dashed striping, 85 linear feet of stop bar and 65 crosswalk bars. The City of Dover shall have the right to reject any or all bids if deemed to be in the best interest of the City, such as but not limited to local vendor preference and minority vendor preference while awarding.
