The U.S. Army Corps of Engineers, Philadelphia District, is conducting market research to assess the availability of qualified small business firms for a potential Multiple Award Task Order Contract (MATOC). The contract will support facility sustainment, restoration, modernization, and minor construction projects. It is anticipated that three to seven contractors will be selected under a five-year base period with no option periods, and a total estimated ceiling of $90 million. Task orders will be firm fixed price, ranging from $250,000 to $6 million, with some potentially reaching up to $30 million. Contractors must be capable of self-performing at least 15% of the work and may be required to provide performance and payment bonds. Work may include design/bid/build, adapt/build, or design/build projects, involving calculations and analysis related to heat load, electrical load, water flow, and other technical requirements. The scope includes major maintenance, repair, renovation, replacement, modification, alteration, and general construction of various building systems such as HVAC, plumbing, electrical, and other ASTM UNIFORMAT II systems. Projects may also involve force protection measures, communications, landscaping, site work, sidewalks, parking lots, roads, utilities, and infrastructure. Facilities may include administrative buildings, dining facilities, hangars, housing, medical clinics, research/testing facilities, training complexes, vehicle maintenance facilities, warehouses, and weapons facilities. Contractors must meet applicable base access requirements and may need security clearances for specific task orders. Location: Dover Air Force Base, DE; Joint Base McGuire-Dix-Lakehurst, NJ; Philadelphia Navy Yard, PA; Tobyhanna Army Depot, PA; and other locations within Delaware, New Jersey, Pennsylvania, and occasionally in Connecticut, Maine, Maryland, New Hampshire, New York, Rhode Island, Vermont, Virginia, and West Virginia.
