Sealed bids are invited for the construction of the Wastewater Collection System Rehabilitation, LDEQ-CWSRF SCC Project No. 3487, to be financed by the State of Louisiana Department of Environmental Quality, Clean Water State Revolving Fund. Bidders must have a Louisiana State Contractor’s Board license classification of municipal and public works construction and submit bids on the proper bid form with the contractor's license number displayed on the envelope. All bid documents, including Information for Bidders, Form of Bid Proposal, Form of Contract, Plans, Specifications, Bonds, and other contract documents, may be examined at the Owner’s or Engineer’s office, with copies available upon payment. All bidders must be registered with the Engineer. The Owner reserves the right to reject any and all bids and to waive any informalities. Bids must include all required signed forms and bid security as specified. Sureties for bonds must be acceptable per the U.S. Department of Treasury Circular 570. Bidders must acknowledge all addenda. A resolution authorizing a corporate/LLC/sole proprietorship representative to sign the bid must accompany the bid. All bidders must have an active Unique Entity ID Number (UEI) from www.sam.gov prior to construction. Contractors must begin mobilization and procurement of materials within ten working days of the Notice to Proceed. All applicable employment, wage, bonding, and insurance requirements, as well as the Build America, Buy America Act, must be met. Required attachments and certifications must be executed and submitted with the bid proposal.
