Renovation of a municipal facility in Saint Marys, Pennsylvania. Completed plans call for the renovation of a one-story above grade municipal facility.

The work for this project consists of removal and replacement of windows at 44 S. Saint Marys Street, St. Marys, PA 15857. Bidders are required to submit sealed bids marked "2024 CDBG Historic Preservation Project." Bid security must accompany the bid and shall be made payable to the City of St. Marys in an amount of 10% of the bid price, in the form of a certified bank check or a bid bond issued by an acceptable surety and executed by the bidder. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in an amount of 100% of the contract price. Bidders must submit with their bids the non-collusion affidavit contained in the bid documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, non-discrimination in hiring practices, goals for minority and female participation, participation by Section 3 residents and businesses, and related matters. The bidders must submit documentary evidence of minority and women business enterprises who have been contacted and to whom commitments have been made, with documentation submitted concurrently with the bid. Bids can be rejected that do not include this documentation. The City of St. Marys reserves the right to reject any and all bids and to waive any and all informalities. Bids may be held by the City for a period not to exceed 30 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. No bidder may withdraw their bid after the time set for opening, or before award of contract unless said award is delayed for more than 60 days. The lowest responsible bidder need not in all cases be the bidder submitting the lowest dollar amount. In addition to the bid amount, the City is authorized to consider other relevant factors such as quality of goods or services supplied, repair, compatibility with other City equipment, and responsiveness of the supplier.
