Site work and renovation of a civil project in San Mateo, California. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Project No: 201908-100000 3 Water Pumping Improvements and Ferric Chloride to Combined Sludge Line Project and other work as shown on the Contract Drawings No. 46t090 and as described in this Contract Book. The Work described requires that the Bidder be licensed by the State of California as a Class A Contractor. Project Description: 1) Mobilization/Demobilization: Mobilization/removal of construction materials and construction equipment, payment of bonds and insurance, permits, preconstruction conference and photographic documentation, and other preparatory work limited to a maximum amount of five (5) percent of the Bid Price. 2) Construction of the 3 Water Pumping Improvements in the Pump Pit, including replacement of the existing (4) 3 Water pumps and associated pipe supports, piping, valves and appurtenances and pads, connections to existing systems, instruments, conduit and wiring, electrical and instrumentation, demolition of existing piping and appurtenances, installation of new valve on 14-inch reclaimed water line, excavation, backfill and pavement restoration, and incidentals for a complete and usable facility as indicated on the Contract Documents.; 3) Construction of the Ferric Chloride to Combined Sludge Line Project, including installation of new ferric chloride metering pumps, ferric chloride transfer pump, ferric chloride day tank, connections to ferric chloride yard piping, and associated appurtenances, piping and injection point, pads, connections to existing systems, instruments, conduit and wiring, electrical and instrumentation, demolition of existing piping and appurtenances, and incidentals for complete and usable facility as indicated on the Contract Documents; 4) Construction of the stormwater pump improvements in the Pump Pit, including demolition of 4 existing spent backwash pumps and associate pipe supports, installation of 4 new stormwater pumps, piping, pipe supports, valves and appurtenances and pads, connections to existing systems, instruments, conduit and wiring, electrical and instrumentation, and incidentals for a complete and usable facility as indicated on the Contract Documents; 5) Potholing to locate existing utilities and stormwater connection, including excavation, backfill, compaction, pavement restoration, yard piping, valve, controlled low strength material fill, fittings, demolition of existing yard piping and connections to existing piping, and incidentals for a complete and usable facility as indicated on the Contract Documents. All Bids shall be accompanied by a Bid bond, cashier's check, or certified check made payable to the City of San Mateo in an amount not less than ten percent (10%) of the aggregate amount of the Bid. Bidder is notified that it shall comply with the requirements for Non-Discrimination as set forth in United States Code, Title 23, Section 112, Public Contract Code, Section 7106, and Section 00 50 00, Agreement. Addenda issued during the time of bidding shall become a part of the documents furnished Bidders for the preparation of Bids, shall be covered in the Bids, and shall be made a part of the Contract. If an addendum is available, a notice will be posted online. Each Bid shall include specific acknowledgement in the space provided of receipt of all Addenda issued during the bidding period. Failure to so acknowledge may result in the Bid being rejected as not responsive. Failure of any Bidder to receive such Addenda shall not be grounds for non-compliance with the terms of the instructions. It is the responsibility of the Bidder to contact the City to determine the existence of any and all addenda. The time of substantial completion for this Contract shall be 250 working days, beginning from the date specified in the Notice to Proceed. The right is reserved, as the interest of the City may require, to reject any or all Bids, to waive any informality in Bids, and to accept, modify, or reject any items of the Bid, or in the case of a single Bid being received to extend the acceptance date by up to thirty (30) days with notice. The City of San Mateo is a charter City and any Contract entered into is subject to the provisions of the City of San Mateo Charter, which may supersede certain provisions of the Public Contract Code and other provision of state law. Contractor shall furnish a performance bond and a payment bond, each in an amount at least equal to the Contract Price, as security for the faithful performance and payment of all of Contractor's obligations under the Contract. These bonds shall remain in effect until one year after the date when final payment becomes due or until completion of the correction period specified in Paragraph 15.08, whichever is later, except as provided otherwise by Laws or Regulations, the Supplementary Conditions, or other specific provisions of the Contract. Contractor shall also furnish such other bonds as are required by the Supplementary Conditions or other specific provisions of the Contract. A Bid shall be submitted no later than the date and time prescribed, and at the place indicated in the Notice Inviting Sealed Proposals. Enclose Bid in a plainly marked package with the Project title (and, if applicable, the designated portion of the Project for which the Bid is submitted), name and address of Bidder, and accompanied by the Bid security and other required documents. If a Bid is sent by mail or other delivery system, the sealed envelope containing the Bid shall be enclosed in a separate package plainly marked on the outside with the notation "BID ENCLOSED." Question Deadline 10/20/2025 Any questions regarding the Contract Documents should be directed to Thomas Ruark, Project Manager, in writing to truark@cityofsanmateo.org. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by the office issuing documents as having received the Bidding Documents. Questions received less than 10 days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Addenda may also be issued to clarify, correct, or change the Bidding Documents as deemed advisable by Owner or Engineer. The Contract shall be substantially complete within 250 working days from the Notice to Proceed. Final completion shall be within 280 working days from the Notice to Proceed.
