Site work for a water / sewer project in Wichita, Kansas. Completed plans call for site work for a one-story above grade water / sewer project.
The City of Wichita is requesting proposals from firms and organizations for a partnership with the Department of Public Works & Utilities to transform two lots containing underground water reservoirs west of the Mid-America All-Indian Center into natural landscapes that prioritize ecological restoration and maintain continuous support for native flora and fauna. The awarded firm or organization will collaborate with the City to refine restoration ideas and strategies, develop and perform adaptive ecological maintenance strategies, and maintain the site's ecological integrity while keeping the reservoirs accessible to Public Works & Utilities staff. Selection will be based on the firm's ability to meet proposal terms and conditions, program approach, resources and capabilities, and lease cost and term. Question Deadline 10/23/2025 at 5:00 PM CT if you have questions, please email them to Val Falo (vfalo@wichita.gov) Questions must be submitted via email, and they will be answered through an addendum made available to all interested partie The site is approximately 8.8 acres and located south of the Wichita Art Museum and west of the MidAmerica All-Indian Museum, see Attachment A. The site formerly contained two parking lots, which were primarily used by the Museums on the River. The parking lots were built over Hess Pump Station water reservoirs, located on West Museum Boulevard. The structural integrity of these reservoirs became an increasing concern due to stress caused by vehicle weight. Recently, the landscape has been disturbed above the reservoirs. This request for proposal (RFP) is for a use-agreement lease. A restorative plan for this site is encouraged with an introduction of a native microbiome which is sustainable and economical in its maintenance. The submissions for proposals will be reviewed and evaluated using the evaluation criteria described in Section IV, Submission Terms Item C. It is the purpose of this RFP that at the completion of the evaluation process, the City will select a proposal to award, or enter into negotiations for award of the use-agreement lease. The awarded organization is projected to use the site for performing species inventory, mapping, monitoring for educational purposes, and conducting/organizing educational studies or activities for students, volunteers, or the general public. Maintenance of the developed landscape shall be the responsibility of the awarded organization. Continued operation and maintenance of these reservoirs by the City of Wichita is still required and should be factored into the proposal. II. PROJECT OBJECTIVES The purpose of the proposal is to demonstrate the qualifications, competence and capacity of firms seeking to provide services specified herein for the City of Wichita, in conformity with the requirements of this Request for Proposal. The proposal should demonstrate the qualifications of the firm and the staff to undertake this project. It should also specify the proposed approach that best meets the Request for Proposal requirements. The proposer must address each of the service specifications under the Scope of Services. III. SCOPE OF SERVICES The awarded organization is expected to provide the following services: o Implementation of landscape modifications and educational opportunities o See Section IV.F.1 and draft Lease Agreement o Maintenance of the developed landscape and associated amenities (i.e. educational signage, etc.) o See Section IV.F.2 and draft Lease Agreement o An annual report including the following: o Updated objectives and goals for the site The first set of objectives and goals is required for this proposal o Any observations of threatened or endangered species o Educational activities o Maintenance records o Volunteer hours o See Section IV.F.3 and draft Lease Agreement for further information
