Renovation of a transportation facility in Lancaster, Pennsylvania. Completed plans call for the renovation of a one-story above grade transportation facility.

The project involves the replacement of the generator. Sealed bids are to be received via Penn Bid. All contractors interested must download the construction documents via PennBid and register with PennBid. All submissions and contracts are subject to applicable state and federal laws, and to a financial assistance contract between the South Central Transit Authority and the Pennsylvania Department of Transportation and the Federal Transit Administration. Contractors and subcontractors must comply with all relevant Buy America, Build America Buy America, Non-Discrimination, Non-Collusion, Lobbying, Debarment, and Contractor Integrity laws and regulations. Bidders must certify they are not on the Comptroller General's list of ineligible contractors. SCTA encourages disadvantaged business enterprise participation, and DBEs will be given full consideration without discrimination. No DBE goal has been set for any contract of this project. The project is governed by the federal Davis-Bacon Act. Bidders must prepare bids considering the applicability of this act. A cashier's check or acceptable Bidder's Bond payable to South Central Transit Authority in an amount not less than 5 percent of the largest possible total bid must accompany the bid. A Performance Bond and Payment Bond, each for 100 percent of the contract price, are required. SCTA reserves the right to postpone, accept, or reject any and all bids from any vendor, its predecessor, successor, or assignee deemed non-responsible, at its discretion, based on prior experience. This may include rejection of subcontractors. SCTA may reject all bids in whole or in part or waive any informalities or technicalities as deemed in its best interest. No submissions may be withdrawn for sixty days after the due date for the RFB. All questions about the meaning or intent of the RFB documents must be submitted via the "Messages/Vendor Discussions" feature in PennBid no later than seven days prior to the date for receipt of submissions. Provide for the replacement of the existing generator, related electrical system work, related site work, pad, and bollards, and demolition of existing generator in accordance with the Contract Documents.
