The City of Monte Vista, Colorado invites proposals from qualified firms to develop a Comprehensive Safety Action Plan under the Safe Streets and Roads for All (SS4A) Grant Program. The selected consultant will provide services that may include, but are not limited to: collecting, analyzing, and interpreting crash data, roadway conditions, and transportation equity indicators; facilitating a steering committee and conducting broad community outreach (inclusive of translation, childcare, and accessibility services); drafting and finalizing a comprehensive Safety Action Plan that meets USDOT's SS4A requirements; addressing disadvantaged community impacts and ensuring equitable investment priorities; providing a prioritized list of projects, programs, and policies with cost estimates and funding options; and producing deliverables in compliance with FHWA/SS4A reporting, including baseline and final reporting requirements. All work must comply with federal standards and regulations. Proposals must include a cover letter with firm information, UEI number, and federal compliance statement; a technical approach; resumes and qualifications of key personnel; relevant experience; a plan for inclusive community engagement; a line-item budget with direct and indirect costs; and required compliance certifications. Submit three hard copies of the proposal to the City of Monte Vista by the specified deadline. Required federal forms and certifications must be completed and included.
