The City of Bloomington Parks and Recreation Department is requesting proposals from qualified vendors for roof and water drainage repairs and solutions at the Banneker Community Center Gymnasium, as specified in this RFP packet. This work will be completed at 930 W 7th Street, Bloomington, Indiana, 47404. All costs associated with this project must be included within your proposal. Background The City of Bloomington is soliciting proposals for repair and water drainage solutions at the Banneker Center Gymnasium, located in Bloomington, Indiana. The Center was initially established in 1915 as the Benjamin Banneker School, a segregated school for African American children. After integration, the building was used for various purposes, including serving as the Fairview Annex and later the Westside Community Center. In 1994, it was renamed the Benjamin Banneker Community Center to honor its history and provide a gathering space for all residents of Bloomington. The center continues to offer a variety of programs and services for the community, including an afterschool program, summer food and fun initiatives, and a family resource center. The gymnasium was constructed in 1942 with funds from the National Youth Administration (NYA), a program that offered employment and educational resources and opportunities to young Americans (ages 16-25) during the Great Depression. This project is possible with grant assistance from the Indiana Landmarks Black Heritage Preservation Program. The Black Heritage Preservation Program offers grants for the restoration and preservation of sites important to Black heritage in Indiana. The overall goal is to stop water infiltration into the Banneker gymnasium and first-floor areas. The work shall include comprehensive measures to address water infiltration into the Banneker Community Center gymnasium 1. Roof Repairs and Coating: Repair or replace the silicone coating on the membrane roof above the gymnasium. Apply a new silicone coating across the entire roof area. Inspect, repair, or replace any deteriorated or improperly installed flashings to ensure watertight transitions between roof elements. Inspect existing solar array mounting penetrations for waterproofing integrity and reseal or repair as needed to prevent leaks. Evaluate adhered walking pads for signs of failure or compromised integrity and replace or repair where necessary to maintain membrane protection. 2. Drainage System Upgrades: Relocate, redesign, or replace existing downspouts to improve performance and positive drainage away from the building foundation. Ensure all roof drainage components-including scuppers, downspouts, and gutters-have adequate capacity to handle runoff from both the gymnasium and the original building roofs. If current capacity is insufficient, install additional or larger components (e.g., scuppers, downspouts, gutters). Ensure downspouts are properly connected to drain pipes that discharge water at least 8-10 feet away from the foundation. Correct drainage transitions between the gymnasium and original building to prevent discharge onto lower roof areas. Verify continuity and watertight sealing between all drainage elements, including scuppers, gutters, downspouts, and below-grade pipes. 3. Roofing System Evaluation: Confirm upon project completion that all flashing, membrane seams, penetrations (including those for the solar array), and terminations are properly detailed and sealed to prevent water intrusion. Resolve active water infiltration in basement and ceiling systems by identifying entry points and repairing envelope failures. 4. Interior Finishes and Conditions Repair ceiling tiles and drywall in all pertinent areas, such as the gymnasium, restrooms, "teen" room, library, etc. 5. Alternative Solutions: In lieu of the above, proposals may include a comprehensive alternative plan that effectively resolves water infiltration into the gymnasium through the roof, with priorities given to the most urgent needs of the building within the given budget parameters Question Submission Deadline:October 24, 2025, 5:00pm Question Response Deadline:October 31, 2025, 5:00pm
