Site work and new construction of a water / sewer project in Tigard, Oregon. Completed plans call for site work for a one-story above grade water / sewer project; and for the construction of a water / sewer project.

WORK COVERED BY CONTRACT A. The Work under this Contract shall consist of, but is not limited to the following: 1. Furnishing all labor, materials, and equipment necessary to: a. Construct and commission a new 1.3-million gallon, cast-in-place concrete, anaerobic digester with a vertical mixer mixing system. b. Install and commission new digester support systems including, but not limited to, a new spiral heat exchanger, heating water pump and piping, digester sludge recirculation pumps and piping, grinders, and associated control valves. Install and commission new redundant digester sludge recirculation pump for existing Digester Complex 2 (DC2) Digesters 1 and 2. c. Construct digester gas system improvements including, but not limited to, new digester pressure relief and vacuum valves, foam separator, moisture and sediment trap, gas flow meter, isolation valves and piping associated with the new digester. d. Construct a new access bridge from the DC2 control building to the new digester. e. Modify the existing DC2 digesters, including, but not limited to, adding fall protection tie off anchors at roof access hatches, improving access to the digester overflow box, removal of existing overflow isolation slide gates, piping modifications and installation of four Owner furnished knife gate valves, and installation of new digester gas isolation valves.Construct improvements to the Digester Complex 1 (DC1) flare including, but not limited to, a new modulating waste gas burner (WGB) bypass valve, new regulator, new WGB electronic controller, new spark generator and panel, a new uninterruptible power supply, and new exposed and buried digester gas piping. g. Modify the existing DC1 sludge piping, adding new piping and valves. h. Install and commission new actuated valves for digester feed to DC1 and DC2 in the basement of the Solids Building.Install and commission a new FOG feed train to the new digester including a dedicated progressive cavity feed pump, flow meter, control valve, and piping from the Brown Grease Receiving Facility. j. Install and commission two new high-efficiency, non-condensing natural gas boilers, boiler loop pumps, and associated hot water system pumping, valves, and piping modifications. k. Replace the primary heat loop pumps in DC 2, the secondary heat loop pumps in the Brown Grease Receiving Facility, and make associated piping, valves, and instrumentation. l. Modify the heating water recirculation instrumentation in DC 1 basement. m. Install and commission a new hot water recirculation pump for the FOG offloading screen non-potable water hot water system. n. Demolish the existing DC 2 electrical room air handling unit and condenser. Install and commission a new air handling unit and condenser and upsize the supply and return ductwork. o. Site improvements including, but not limited to, yard piping, a new decant facility, site lighting, drainage improvements, irrigation sleeves, topsoil and compost, asphalt roadways and curb and gutter improvements. p. New motor control center, electrical panelboards, transformers, instrumentation, and associated conduits and conductors. q. Upgrades to the existing electrical, instrumentation and SCADA systems necessary (equipment replacement or improvements) to support the modifications. r. Furnish and install related equipment, temporary items and systems, and other appurtenances necessary to complete the Work and to provide a complete and functional system in accordance with the Contract Documents. B. The Work also includes furnishing and installing related equipment, temporary items, and other appurtenances necessary to complete the Work and to provide a complete and functional system in accordance with the Contract Documents. All questions about the meaning or intent of the Bidding Documents are to be submitted to Owner via email. Additions, deletions, or revisions to the Bidding Documents considered necessary by Owner in response to such questions will be issued by Addenda and posted to Bid Locker. Questions received after October 10, 2025 at 2:00 p.m. may not be answered. Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect
