Cowley County is seeking qualified consulting firms for pre-construction engineering and project management in the categories equivalent to the Kansas Department of Transportation's (KDOT) Work Category: 212 - Highway Design-Minor Facility, Work Category: 221 - Complex Structural Design, and Work Category: 222 - Structural Design for the project listed below. Qualifications for bridge construction inspection in the equivalent to the KDOT's Work Category: 241 will also be considered. A single consultant or team of consultants will be selected for all work for this project. Cowley and Butler Counties intend to jointly apply for FHWA Bridge Investment Program (BIP) funding for a single project that includes replacement of 38 bridges. Eight of the bridges are already under contract for design but will be included in the final plans for this project. The 30 bridges to be designed are listed with their general details in Attachment A. Phase 1 will include only preliminary survey and preliminary design (field check plans). If the project is selected for BIP funding, Phase 2 will include final plans, project specifications, geotechnical engineering and foundation design, NEPA documentation for environmental clearance, permitting assistance, and bidding assistance. Right-of-way acquisition assistance and utility relocation coordination may be included in Phase 2 at the discretion of the counties. Interested consulting firms must be pre-qualified by KDOT in the work categories noted above. Anticipated Schedule for Subsequent Events: Evaluation and ranking of technical proposals shall take place on or about October 21, 2025, after which all firms that submitted a statement of qualifications will be notified of the ranking. Negotiations with the highest ranked firm to commence on or about October 24, 2025. Notice to Proceed to be issued upon execution of the preliminary engineering agreement, which is anticipated to be November 4, 2025. Cowley and Butler Counties are seeking a consultant to provide design and project management for a single project that includes a total of 38 bridges to be removed and replaced. The work includes the design of 15 bridges in Cowley County, 15 bridges in Butler County, and incorporation of 8 bridges located in Butler County currently being designed by other consultants but included in this plan set. The design schedule is dependent upon the award of funding through the FHWA Bridge Investment Program. Per funding requirements, ground must be broken within 18 months of the funding being encumbered by the FHWA. It Is currently not known when applications will be accepted or selections announced by the FHWA. It is estimated that the project may need to be let to construction as soon as mid-2027 but the schedule is dependent on the date of execution of the funding agreement between the FHWA and Cowley County, if this project is selected to receive BIP funding. Technical proposals will be evaluated based on the factors listed below to rank the most qualified firm in order of preference as first, second, third, etc. Reasons for exclusion from evaluation will be size and/or qualifications, experience of personnel available for project, current uncompleted work or distribution of work, performance, no response from firm, or others reason. Firms excluded from evaluation will be notified as to reason for exclusion. Factors for evaluation and weight include the following: 1. Ability to perform the desired services within the time prescribed - 15 points; 2. Past performance of firm - 20 points; 3. Training of staff - 10 points; 4. Previous experience with similar work and knowledge of project procedures - 15 points; 5. Commitment of resources that could limit performance (ex. Staff, equipment) - 10 points; 6. Firms' familiarity with the project area - 20 points; 7. Accessibility of firm's office - 10 points. The highest-ranked firm will be asked to enter into negotiations with Cowley County and Butler County for agreements (see Contract Terms and Conditions below). In the event Cowley and Butler Counties cannot reach agreement with the top ranked firm, they will terminate negotiations with the said firm and commence negotiations with the next highest ranked firm, and so on, until an agreement is reached for a satisfactory scope of services for a fair and reasonable number of hours, or Cowley and Butler Counties decide to pursue other alternatives. The selected consultant will enter into separate agreements with Cowley County and Butler County to design the 15 bridges in each county respectively. The agreements will be hourly with a maximum not to exceed amount for each structure. The selected consultant will prepare the agreement for review and approval by the Owner. The main text of consultant's technical proposal must not exceed 10 pages (including cover sheets, indexes, etc.) to address the topics listed. Describe processes and procedures proposed by consultant to meet the project completion deadline listed above. Describe processes and procedures, included best practices, that will be used to perform the tasks and produce the deliverables described above under "Request for Proposal (Technical)". Include in the technical proposal items such as: o Project manager/engineer in charge o History of projects with similar tasks o Availability of staff to meet schedule without overtime o Cost-effective or cost-reduction practices, processes or procedures used by the consultant, if any. o Any sub-consultant and their role, if any, that will be performing services on Phase 1 of the project.
