Site work and new construction of a fire / police facility in West Hartford, Connecticut. Conceptual plans call for the construction of a one-story above grade fire / police facility.
Primary role: review available information about the status of the budget of the proposed training tower and the proposed available site; evaluate the current and possible sites in West Hartford for a replacement training tower; present approximately four design and site options and associated order of magnitude cost estimates for senior stakeholders; with each design and site option, present a phased approach considering the current budget and any required future budgetary needs; when town stakeholders select a design, site, and funding direction, expedite design and site work to optimize use of currently budgeted funds to start replacement of the training tower quickly and efficiently; provide assistance to Fire Department staff who will serve as project managers in conjunction with a third party Owner’s Representative through completion of construction of the tower and surrounding grounds; interact with stakeholders, including the public if necessary, related to siting and construction; provide construction administration service through completion of the tower and surrounding grounds. Specific actions/deliverables: meet with Town stakeholders to understand history, current site, and budget; review fire department training needs and prior documents related to needs/wants for a training tower and grounds; review recent coring sample report, Phase 1 environmental report, utility map, and other related site information; visit the facility to gather information and verify documentation accuracy; research current requirements, industry standards, and benchmarks for fire training towers and grounds; work with Town stakeholders to review all potential sites; provide advisement on additional reports or assessments needed; present approximately four design and site options including prefabricated and conventional construction options, with at least one option including usable live-burn capability within currently budgeted funds; each option to include a rough order of magnitude construction cost estimate, phased approach considering current and future budgets, pros/cons versus other options, and a recommended option; when stakeholders select a direction, create a written phased plan and biddable construction documents (cover sheet, demolition plans if needed, site plan with utility needs, floor plans & work diagrams, construction details, schedules & notes, order of magnitude cost estimate); provide assistance to project management team members; perform construction administration, including responding to RFIs, reviewing submittals, assisting with change orders, reviewing payment applications, site visits, and issuing a final report after occupancy certificate is issued and work is complete. Instructions to bidders: electronic bids must be marked as "Architectural Services for the Fire Dept's Training Tower #260005" and submitted through the Town of West Hartford's bidding portal. Registration in the vendor database is required to access bid documents and submit pricing. Questions must be submitted in writing via email. No pre-bid meeting will be held. Bids may not be withdrawn for ninety days without approval. The Town reserves the right to reject any and all bids and to make awards in any manner most beneficial to the Town. Work is to be commenced immediately upon contract execution unless otherwise stated. Amendments to the RFQ/P may be issued prior to the closing date. All firms submitting proposals will be notified in writing of the Owner's decision. The selected firm must furnish proof of specified insurance and indemnification coverage, including requirements for general liability, business auto liability, umbrella/excess liability, professional liability, worker's compensation, and coverage for personal property, along with additional insured endorsements and waiver of subrogation as described.
