Site work, paving and new construction of a mixed-use development in Kinston, North Carolina. Completed plans call for the construction of a 12,510-square-foot transportation facility; for site work for a transportation facility; for paving for a transportation facility; and water / sewer project.

Pursuant to N.C.G.S. Section 143-128.1(A), the NC Global TransPark Authority is seeking statements of qualifications from qualified and licensed design-build teams interested in providing design and construction and relocation services for pre-engineered T-hangars and extension of airfield pavements. The project is located at the NC Global TransPark Authority in Kinston, NC 28504. The design-build team will evaluate the potential to relocate and recondition one existing 10-unit T-Hangar building and to procure and construct a second 10-unit T-Hangar building. Question Deadline 11/04/2025 at 5:00 PM ET All inquiries and questions about this RFQ must be submitted in writing by email to the Owner's representative, Chris Birkmeyer with Ardurra Group North Caolina via email to cbrkmeyer@ardurra.com. Only written questions will be considered formal. Any information given by telephone will be considered informal. The intent of this RFQ is to select a Design-build team, by Qualifications-Based Selection (QBS), to provide design and construction services for the T-hangar and Taxilane Extension project. Purpose of Procurement Pursuant to Section 143-128.1(A) of the North Carolina General Statutes, the NC Global TransPark Authority (Owner) will be soliciting Statements of Qualifications from qualified Design-Build teams interested in providing professional design and construction services for relocation and construction of 10-Unit T-hangar buildings with associated airfield pavement and vehicular parking lot. The Owner is preceding this project with a qualification process (this RFQ) to determine and approve interested and competent Design-Build teams, hereinafter referred to as "Design-Builder(s)." Project Site: NC Global TransPark Authority, 2780 Jetport Road, Kinston, NC 28504 Project Description: Relocate existing 10-Unit T-hangar building and construct new 10-Unit Thangar building. See the attached drawings for a preliminary site plan. Major work elements include but are not limited to: Pre-engineering metal T-hangar building with associated utilities Concrete foundations T-hangar relocation or demolition Water and sewer extensions Asphalt pavement with associated aggregate base course Excavation and embankment formation Storm sewer Erosion control Fencing with access controls Pavement marking Seeding The Design-Builder(s) shall provide all drawings and specifications necessary to obtain required permits. Designs shall comply with current State, local and Federal requirements. Contractor is responsible for costs and fees. New 10-Unit T-Hangar Building Description The new 10-Unit T-hangar building shall consist of a minimum of ten 41.5 feet wide by 12 feet high clear door openings. The overall dimension of the T-hangar building shall be a minimum of 54 feet wide and 231 feet long. The Design-Builder(s) shall be responsible for the design and permitting of the T-hangar building (architectural, structural, mechanical, plumbing, electrical and fire systems if required), site design including vehicular parking lots, utility extensions (water, sewer, and power), stormwater and erosions control. Designs shall comply with current State, local and Federal requirements. Minimum T-hangar Building requirements: Two coats of light-colored polyurethane sealer of floor slab Hangars to have electric bi-fold doors Hangar floor shall be sloped to drain toward bi-fold doors Bi-fold doors shall have a rubber seal to provide a watertight door No abrupt change in grade will be allowed between the hangar floor slab and the approach taxilanes/apron Exterior wall panels and trim colors are to be coordinated with and approved by the Owner upon building permit approval, prior to ordering building Exterior walls, doors and roof shall be insulated (R13 minimum) with scrim reinforced white vinyl. All interior walls shall be a minimum 26-gauge galvalume metal from floor to ceiling Each hangar unit shall have one personnel door and conform to local, State and Federal requirements, including the need for fire exit signs with battery backups above each personnel door A locking, electric panel board shall be inside the restroom in coordination with local building inspections department and subject to approval by the Owner Each hangar unit shall have wall-mounted commercial-grade fire extinguisher cabinets with appropriate signage, complete with fire extinguishers as required by local code enforcement T-hangar building shall have roof gutters with downspouts tied into the storm drainage system if feasible Exterior lighting shall consist of building-mounted LED flood lights with medium flood optics and shall include: Fixed hood/visor, white finish Equipped with motion detectors adjustable up to a one-hour delayed "OFF" Exterior lighting power to be activated by one single photocell oriented to northern sky and mounted on exterior of building The type and number of electrical receptacles per hangar bay shall be in accordance with local, State, and Federal requirements, but include three (3) receptacles at a minimum Receptacles shall be located on the back wall of the T-hangar bay Interior lighting in hangar units shall consist of a minimum of three (3) 4 foot long, 5,000 lumen LED ceiling fixtures with a switch located on right side of T-hangar bay and in accordance with local, State, and Federal requirements The restroom facility shall meet North Carolina Handicap Code and ADA requirements and shall at a minimum contain the following: Toilet shall be enclosed in a handicap accessible restroom stall Sink shall be stand alone adjacent to the restroom stall An electric, 1.5 gpm point-of-use tankless water heater shall be installed at the restroom sink All restroom fixtures shall be American Standard, Kohler, or approved similar commercial grade fixtures and shall include chrome paper dispensers as required, including hand towels. Restroom mirrors shall be Bobrick or approved equal. Lighting shall consist of 5,000 lumen LED light fixtures above sink and other ceiling LED lighting necessary for a 75 foot candle level in the restroom area at a minimum. Restroom shall have a ceiling vent fan vented to the exterior of the building. Lights and fan shall be controlled by a single swatch at the door. Existing 10-Unit T-Hangar Building Description Design-Builder(s) will be responsible for evaluating the existing 10-Unit T-Hangar Building for the ability to meet current building codes. If it is determined that the building can be relocated and brought up to current local, State, and Federal codes the Design-Builder(s) will be responsible to disassemble and reconstruct the building with any improvements necessary to bring the building up to current codes. The existing 10-Unit T-hangar building is a 12,510 square foot OSI Building Company preengineered metal building on a 4-inch concrete slab originally constructed in 2002. The building includes a wash room consisting of a toilet and sink. The Design-Builder(s) will also evaluate the existing metal siding and hangar doors for refurbishment. The relocated hangar will be required to have all new electrical infrastructure including new LED lighting. A new single user toilet and sink will also be required in the relocated T-hangar building. Should the Design-Builder(s) in conjunction with the Owner determine that it is not feasible or cost prohibitive to relocate the existing hangar consideration will be provided for removing the existing hangar and constructing a second new 10-Unit T-Hangar building similar to the one described. Any questions that the Owner feels are pertinent to all proposers will be mailed as an addendum to the RFQ. Email messages will be treated as written questions. Issuance of this Request for Qualifications does not commit NC Global TransPark Authority to award a contract, to pay any costs incurred in preparation of a proposal or to procure or contract for related services or supplies. The Owner must receive at least (3) proposals or must re-solicit. The lead construction company may only submit one statement of qualifications. The successful team of bidder(s) shall be required to comply with all applicable Equal Employment Opportunity laws and regulations. The selected design-builder must provide bonds under Article 3 of Chapter 44A, which requires performance and payment bonds for 100% of the contract amount. The NC Global TransPark Authority encourages all businesses, including DBE, minority, and women-owned businesses to respond to all Requests for Qualifications. This project has an overall DBE/MBE/WBE participation goal of 10.00%. The NC Global TransPark Authority reserves the right to waive any informalities, to reject any and all responses to the Request for Qualifications, and to accept any responses which in its opinion may be in the best interest of Owner. Owner completes qualification evaluation to establish a shortlist of firms remaining in the competition.
