The Specialized Residential Services Program (SRSP) is a licensed, Special Treatment Facility-based, non-hospital or nursing facility program designed to provide individualized treatment planning and residential support based on each consumer's identified needs. The goal of SRSP is to increase each consumer's level of independent functioning to successfully live in the community-based residential setting of their choice. The program is expected to integrate services for consumers with both co-occurring substance use and mental health needs within a single structure, addressing needs for mental health and substance abuse treatment. Target Population: Adults 18 years and older, eligible for AMHD services, with priority to individuals at risk for readmission to Hawai?i State Hospital and who need transition from institutional to community-based settings. Geographic Coverage: Statewide, with providers able to apply for statewide or county-specific service. Multi-county providers must standardize policies and procedures across locations, ensuring a Qualified Mental Health Professional (QMHP) is physically present and available in each county as required. Service Description: - Specialized Residential Services: Supportive residential setting with structured, on-site programming developing life skills, daily activities, illness recovery; nursing services available for health assessment, medication, education, and care coordination. - Day Treatment: For consumers in active recovery from co-occurring issues who do not need residential support; weekly modular programming addresses life skills and illness recovery. Participation is not limited to those who completed the residential component. - Aftercare: For those who have completed Day Treatment and need ongoing support; includes therapy, counseling, and group activities to help maintain gains and community placement. Minimum Staffing Requirements: - QMHP required for clinical oversight and supervision, with at least five years’ experience with serious mental illness population; substance abuse counselor certification preferred. - Board eligible/certified psychiatrist available 24/7 or, in shortage areas with approval, an APRN-Rx with appropriate licensing and experience may substitute. - Registered Nurse licensed in Hawaii required to be on-site weekly, with capability to manage a broad range of medications including injectables and diabetes treatment. - Staff, trained in mental health and co-occurring disorder support, must be present on-site at a minimum ratio of 1 staff per 8 residents, 24/7; must have specific training and at least three years' directly relevant experience. Instructions to bidders: Interested parties may submit written responses to any or all RFI questions in any format, by mail, email, or fax. Participation in the RFI process is optional and not required for subsequent procurement. The agency reserves the right to adopt or not adopt recommendations and does not commit to an award or payment of costs incurred for information preparation. The RFI seeks input, ideas, and feedback on goals, objectives, service specifications, requirements, best practices, feasibility, costs, and service configuration for the planned program. Providers are asked to address specific questions regarding their experience, service focus, recommendations for staffing, local concerns, additional service suggestions, and input on possible program component separation.
