Question Cut Off Date: 10/22/2025 03:00:00 PM (CT) All inquiries/questions regarding this Request for Bids must be directed via the electronic submission system Bid Notes The City of Council Bluffs, Iowa is currently accepting bids for snow removal and ice control services on city-owned lots and for nuisance parcels. The awarded Contractor will be responsible for clearing sidewalks of snow and ice. Sites will be located at various properties throughout the City of Council Bluffs as ordered by the Community Development Director or their designee. Nature of Work Contractor will be responsible for clearing sidewalks that are owned by the city as identified in Attachment A. Clearing for city-owned parcels will include snow removal and de-icing. Additionally, the Contractor will be responsible for clearing sidewalks on a complaint basis for snow and ice events. City Parcels Clearing shall be the full width of sidewalk on snow events that result in the accumulation of snow. Applications of de-icing materials during winter events. o Contractor will be contacted by the designated representative of the City to complete work. Nuisance Parcels o Snow removal on sidewalks within the public right-of-way only when requested by the City. Contractor will be contacted by the designated representative of the City to complete work. o Clearing shall be the full width of sidewalk. Contractor will maintain the same width of the sidewalk through driveways, if present. o Application of de-icing will be applied after clearing. Notification and Availability Services shall be completed within 24 hours of Contractor's receipt of order. Contractors will be notified by telephone, text or Email by the City's designated representative when service is required. Contractors shall provide a contact person's name and phone number who may be contacted at any time (24 hours/day; 7 days/week) when service is required. Contract Period The operating period of this contract shall be between available dates and can be extended for two, one-year periods upon approval of both parties. Miscellaneous The City does not guarantee any minimum amount of work under this contract. Only work identified and assigned to the Contractor shall be performed, no other work or disturbance shall be allowed, unless authorized in writing by the City Official. If upon arrival at a work site or during the assigned function, the resident or others prevent the Contractor from completing the work, the Contractor shall immediately leave the work site and notify the City Official. The Contractor shall refrain from becoming involved in a dispute with person at the work site and shall conduct its affairs in a professional manner. The City is not responsible for technical difficulties and will not allow late submissions due to the same. Any bid submitted after the deadline will be automatically rejected.
