Contractor shall provide all personnel, equipment, tools, materials, supervision, and services necessary to perform a one-time replacement of HVAC air filters on 96 Air Handling Units (AHUs) at the VA Palo Alto Healthcare System. The scope includes furnishing and installing disposable air filters across multiple buildings, with filter types including prefilters (MERV 8), medium filters (MERV 11), and post filters (MERV 15). The contractor must verify filter sizes and quantities on-site and update the AHU inventory accordingly. Filter changes in critical areas, such as operating rooms, must be scheduled during off-hours or weekends at no additional cost. Additional tasks include cleaning condenser and evaporator coils, filter racks, and housings in specified buildings. All work must comply with VA safety standards, OSHA regulations, and other applicable codes. Contractors must be NAFA-certified, possess a valid C-20 license, and have HAZWOPER certification. Detailed service reports, including filter frame conditions and cleaning logs, must be submitted within five days of service completion. The period of performance is seven months from award, including one month for survey and verification.
