Pasadena Public Works ("PW"), a department of the City of Pasadena ("City"), is soliciting proposals from qualified consulting firms to provide professional engineering services to provide the stormwater feasibility study for Jefferson Park located in the City of Pasadena as outlined in this Request for Proposals (RFP). Background Jefferson Park: Jefferson Park is located at 1501 East Villa Street. The size of the park is 4.4 acres with existing facilities that include one lighted softball diamond with bleacher; small open field for soccer, flag football, or overlay softball; lighted basketball court; playground areas; picnic tables; benches; drinking fountains; restroom building; and two pickleball courts located across the street at Jefferson Elementary School (391 N. Sierra Bonita Ave.) Project Background: The project provides for the feasibility study of a stormwater capture project at Jefferson Park, including above and below ground runoff capture and infiltration solutions. The project is envisioned to improve water quality, address critical climate change impact, and to promote groundwater recharge to the Raymond Basin aquifer. The project should also provide direct community benefits, including amenities such as improved park amenities, enhanced urban greening elements, permeable pavement, increased tree canopy, or new playground structures, which will be determined by community goals and needs as identified through community outreach and engagement. The National Pollutant Discharge Elimination System (NPDES) municipal permit, issued by the Regional Water Quality Control Board (RWCQB) requires the City to take steps necessary to reduce or eliminate pollution in urban and stormwater runoff. Water in the Rio Hondo/Upper Los Angeles River regularly exceeds the Total Maximum Daily Load (TMDL) for bacteria, trash, and other pollutants set by the RWQCB that must be mitigated. The City's Storm Drain Master Plan (2022) identifies Jefferson Park as a high priority project to address water quality improvements and achieve water quality compliance goals as well as the City's goals for climate change and water resiliency. This project will assist the City in achieving those collective goals and maintaining those mandates for the identified pollutants of concern. This RFP solicit professional engineering services to provide the stormwater capture feasibility study for Jefferson Park to meet water quality compliance goals and provide community benefits. The purpose of the Feasibility Study is to evaluate the possibility of implementing best management practices (BMPs), including the diversion of stormwater and urban runoff into a sub-surface pre-treatment facility or infiltration gallery and water quality improvements through nature-based and/or green infrastructure improvements, to maximize water quailty compliance and supply goals for the City as identified in the City's Storm Drain Master Plan. The consultant should utilize information learned from the geotechnical investigations in collaboration with the community outreach and engagement to develop an innovative concept design that bridges community desires and city compliance goals. The final concept should alignment with regional grant programs to position the City for competitive grant funding to pursue design and construction funding, such as the Safe, Clean Water Program.
