Purpose The City of Balcones Heights invites qualified firms to submit sealed proposals to provide comprehensive services for the management, operations, and maintenance of the Balcones Heights Vehicle Impound Lot. The selected vendor will ensure compliant, efficient, and secure storage and handling of impounded vehicles per municipal and state regulations. Background The Balcones Heights Police Department operates a vehicle impound lot at 112 Altgelt Dr. The lot currently handles vehicles involved in law enforcement actions, abandoned vehicles, or vehicles towed for ordinance violations. The City seeks a vendor to provide operational, administrative, and maintenance services to improve efficiency, accountability, and security. Scope of Services The selected contractor shall provide: Daily Operations: Intake, storage, release, and documentation of impounded vehicles. Ensure compliance with all local, state, and federal regulations. Maintain a secure and organized impound lot. Provide a "SECURE ROW" for use by B.H.P.D. Administrative Services: Recordkeeping for all impounded vehicles, including owner information and the reason for impounding. Provide timely reporting to the Balcones Heights Police Department. Manage vehicle release processes, billing, and lien procedures as necessary. Maintenance and Security: Routine facility cleaning and maintenance. Installation and monitoring of security systems, including fencing, lighting, and cameras. The lessee agrees to allow the security camera systems to be monitored by the Balcones Heights Police Department Dispatch Service 24/7/365. Emergency response plan for fire, theft, or other incidents. Customer Service: Provide a responsive public interface for vehicle owners seeking retrieval. Ensure clear communication regarding fees, fines, or impound procedures. Compliance and Reporting: Submit monthly operational reports, including inventory, revenue, and incidents. Ensure all personnel meet required certifications and training. Proposal Requirements Proposals should include: Firm qualifications and experience in vehicle impound or similar operations. Personnel resumes and training certifications. Detailed work plan, including operational, administrative, and security procedures. Pricing structure, including fees for services and any optional services. References from similar municipal or private contracts. Evidence of insurance coverage and liability protection. Evaluation Criteria Proposals will be evaluated based on: Demonstrated experience and qualifications. Quality and feasibility of operational plan. Cost competitiveness and transparency. Security procedures and compliance understanding. References and past performance. Proposal Review Period: November 1st - 24th, 2025 Vendor Selection and Notification: November 25, 2025 Contract Commencement: December 2, 2025
