**As of November 18th, 2025, this project has not yet been awarded. The project is expected to be awarded by the end of December, 2025.** The extent of work on this project is the furnishing of all labor, equipment, and materials for the construction of improvements in Randolph, Iowa under one separate contract generally described as follows: Division 4 - Water Distribution System: Construction of water mains throughout most of the water distribution system to upsize existing water main sizes and to provide additional looping. The project includes the replacement of existing 4-inch and 6-inch water mains and replacement of water meter pits and water meters. Work includes the installation of approximately 11,000 feet of 6-inch diameter water main and approximately 20 feet of 4-inch diameter water main constructed by open-trenched and trenchless methods, and related work including water main connections, water main abandonments, valves, hydrants, water service transfers, surface restoration, and miscellaneous associated work as specified and indicated in the Drawings. A Pre-Bid Conference will not be held for this project. Each Bid shall be accompanied by a Bid Bond, certified check, cashier's check, or certified credit union share draft in an amount equal to five (5) percent of the total amount of the Bid. If Bid Bond is submitted, it must be on the form provided with the Contract Documents. The certified check, cashier's check, or certified credit union share draft shall be drawn on a bank in Iowa, a bank chartered under the laws of the United States of America, or said certified share draft shall be drawn on a credit union in Iowa or chartered under the laws of the United States and payable to the Treasurer of the Owner as security that if awarded a contract, the Bidder will enter into a contract at the prices Bid and furnish the required Performance, Payment and Warranty Bond(s) each in the amount of one hundred percent of the Work, and provide a Certificate of Insurance. The certified check, cashier's check, or certified share draft may be cashed, or the Bid Bond forfeited, and the proceeds retained as liquidated damages if the Bidder fails to execute a contract or file acceptable Performance, Payment and Warranty Bond(s) or provide an acceptable Certificate of Insurance within fifteen (15) days after the acceptance of said Bid by resolution of the Owner. No Bidder may withdraw a Bid within sixty (60) days after the date set for opening Bids. Liquidated damages in the amount of Five Hundred Dollars ($500.00) per consecutive day will be assessed for each day that the Work remains incomplete after the dates specified above for substantial completion and readiness for final payment. The City reserves the right to reject any and/or all bids and to waive any and/or all technicalities and/or all irregularities. Doc Notes: The kinds of materials, estimated quantities, and work to be done for the project on which bids will be received are as shown on the bid proposal for said project. All work is to be done in strict compliance with the Plans and Specifications prepared by Short Elliott Hendrickson Inc. which have been heretofore approved by the City Council and which are now on file for public examination in the office of the City Clerk. All bids shall be made on the forms included in the project specifications and shall be filed on or before the time specified above, in a sealed envelope addressed to the City Clerk of Randolph, Iowa, clearly stating that the envelope contains a bid on this project. If all documents are not returned in reusable condition and within 14 days, the deposit shall be forfeited.
