The City of Gardena is requesting proposals from qualified consultants to prepare an amendment to the City’s Community Resources Element, which includes the Open Space and Conservation Plans. The amendment will address requirements set by Senate Bill 1425, which mandates the City to review and update its local open-space plan by January 1, 2026. The scope of work includes updating the Open Space Element to include an updated inventory and mapping, addressing equitable access to open space, and providing plans and an action program that addresses specific issues such as climate resilience and other co-benefits of open space. The work should be correlated with the Safety Element and address opportunities to preserve, enhance, and expand an integrated network of open space for habitat, recreation, natural resources, historic and tribal resources, water management, and aesthetics. Proposals must be submitted electronically in PDF format via PlanetBids with a wet-ink signed cover page scanned as the first page. Proposals should provide a concise delineation of capabilities to satisfy the requirements of the RFP. Required sections include a signed cover letter, table of contents, and comments or suggestions on the scope of work, indicating the proposer’s approach, specialized services, or unique insights relevant to the project. Omission of requested information or inclusion of misleading or incomplete information may be grounds for rejection. The City reserves the right to accept or reject any submittal in whole or in part and to negotiate with any qualified source or cancel the RFP in whole or in part.
