The City of Biloxi will accept Statements of Qualifications and Experience from qualified firms for a design to combine up to four existing storm drain pipes located on the sand beach into one singular new "poured in place" box culvert system south of the Sound in the area of White Avenue, Biloxi, Mississippi. The new outfall will be designed to manage the increased flow of up to four pipes and also provide the public with an expansive walkway. The work may include, but is not limited to: permitting; geotechnical investigations; field surveys; preliminary design with cost estimates; final design and preparation of contract documents; bid phase services; and complete construction inspection services. Qualified firms must be familiar with coordination among multiple local, state, and federal agencies, including but not limited to Harrison County, MS Department of Environmental Quality, National Marine Fisheries, and U.S. Army Corps of Engineers (as it relates to projects that impact these groups). Qualified firms must also be familiar with GOMESA funding, including grant documentation and reimbursement requirements, and have a proven track record with similar projects. Firms or individuals proposing to furnish professional services should submit a statement of their qualifications, experience, and capacity for performance. Submissions will be evaluated based on qualifications (30%), experience (40%), capacity for performance (20%), and proximity to the project location (10%). Proposals should be sealed and properly labeled. The City reserves the right to reject any and all bids and to waive any informality in the proposal accepted.
