The work includes furnishing all materials, labor, tools, equipment, and incidentals necessary for the installation of sidewalk improvements along Westgreen Highway (SR 135/US 221) in the City of Douglas, Coffee County, Georgia. All work must be completed within 180 consecutive calendar days from the date of the Notice to Proceed. The project is subject to the Georgia Department of Transportation Standard Specifications, 2021 Edition, any applicable Supplemental Specifications, 2024 Edition, Special Provisions, or any other provision within the contract. All materials, workmanship, and testing must meet the Georgia Department of Transportation Specifications. The proposed Disadvantaged Business Enterprise (DBE) goal is 7.34%. The owner reserves the right to reject all bids, waive informalities, and accept any bid deemed in the best interest of the owner. No bids shall be withdrawn for 60 days after the bid opening. Bids must be accompanied by a bid bond in the amount of at least 5% of the lump sum bid, and the successful bidder must furnish performance and payment bonds each equal to 100% of the contract amount. Bids not received from certified bidders as defined will not be considered. Instructions specify that all proposals can be mailed or delivered, and the bid package must be obtained from the project engineer to be considered certified. The Bidder is expected and requested to examine the location of the work, and to inform himself fully as to the structural and mechanical conditions; the conformation of the ground; the character, quality, and quantity of the materials to be encountered; the character of equipment and facilities needed preliminary to, and during, the prosecution of the work; the general and local conditions; and all other matters which can in any way affect the work to be done under the contract
