The scope of work includes performing inspections and assessments of Harbor facilities, conducting field investigations and surveys, reviewing existing plans, preparing complete contract drawings, specifications, cost estimates, schedules, and reports, providing construction services, and other items of work related to maintaining, altering, and/or modifying mechanical systems at various commercial harbors throughout the State of Hawaii. This will be a Time and Materials Contract for a budget of $1,000,000.00 and a contract term of five years. Interested individuals or firms must be on the HDOT's Qualified Consultant List for the fiscal year 2026. Those not on the list should contact HDOT for requirements for inclusion. Qualified firms must submit a PDF summary of their qualifications, evaluated by the following criteria: 1) Experience and professional qualifications relevant to the project (40%), 2) Past performance on projects of similar scope for public agencies or private industry, including corrective actions to unforeseen situations (30%), 3) Capacity to accomplish the work in the required time (20%), and 4) Familiarity with Harbors facilities and structures (10%). Submittals must also include proof of general liability, automobile liability, and professional liability insurance coverage as specified. If unable to provide these certificates at submission, a letter from an insurance company stating that the firm will be insured if selected is acceptable.
