Litchfield Community Schools is seeking detailed proposals for the design and implementation of district-wide energy conservation and operational improvements at its facilities, with guaranteed energy savings. Components of the project may include installation, repair, renovation, or replacement of heating, ventilation, air conditioning, energy management, lighting systems, and other energy conservation capital improvements. The scope and specific nature of improvements are left to the bidder's judgment but must be clearly identified in the proposal. Bidders must provide pricing and guarantees for the general scope of work, though voluntary alternates for additional or different work may also be submitted. Improvements must provide a more comfortable environment for building occupants and include a minimum one-year warranty on all equipment, materials, design, and workmanship. Training programs for Owner's personnel and possibly educational programs for students regarding reduced energy consumption must be provided at no extra cost. All projects must offer guaranteed energy savings in compliance with relevant state law and protocols, with detailed breakdowns of energy and operational savings calculations required. The selected bidder will be responsible for obtaining necessary permits, code compliance, filing with state authorities, and performing all tasks required by law for architects or engineers. Bidders must be NAESCO Accredited Energy Service Providers with in-house energy management system service capabilities and follow the proposal format prescribed by the solicitation.
