Site work and paving for a mixed-use development in Homer, Illinois. Completed plans call for site work for a water / sewer project; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Village of Homer, Illinois (Owner) is requesting Bids for the construction of the following Project: Division B Water Main Improvements The Project includes the following Work: The work generally consists of furnishing and installation of water system piping, fittings, valves, hydrants, services, connections, disconnections, insertion valves, and appurtenances for potable water. Installation will consist approximately 6,000 LF of 4 -8 PVC C900 for open-cut, approximately 680 LF OF 8 Ductile Iron for opencut, and approximately 1,460 LF of 4 -12 PVC C900 Certa-Lok Yelomine Restrained Joint for horizontal directional drill water main along the design route as shown on the plans. There will be directional drills that cross State Highway Illinois Route 49, along with service connections to be directionally drilled. There will be two jack and bore locations to cross the Norfolk Southern Railroad right of way. There will be one parallel occupancy location within Norfolk Southern Railroad right of way. This work also includes surface restoration with various pavements, curbing, and sidewalks. This work shall include all labor, supervision, materials, supplies, transportation, equipment, and services necessary and required to perform the project as set forth in the Contract Documents. The project will be awarded to the low BASE BID contractor. Owner reserves the right to award or not award alternates after the low bidder has been determined. Prospective Bidders shall register online as a plan holder, even if Bidding Documents are obtained from a plan room or online in either electronic or paper format. The digital portal will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through online. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from online. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35 IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act Apprenticeship Initiative (30 ILCS 559/20-1), DBE Policy per 40 CFR Part 33, as amended, and the federal Build America, Buy America Act requirements as contained in the federal Infrastructure Investment and Jobs Act, Pub. L. No. 117-58. This procurement is also subject to the loan recipient s policy regarding the increased use of disadvantaged business enterprises. The loan recipient s policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President s Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4. Advertisements for disadvantaged business enterprises must be advertised in DAILY regional newspapers, or approved equivalent. A certified check or bank draft payable to the order of Village of Homer, Illinois, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Base Bid for the Divisions bid shall be submitted with each Bid. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bids will be held good for a period of ninety (90) days subsequent to the opening of Bids.
