MCS Community Services, as supported by the Morgan, Cass and Scott County Boards whose main office is located at 345 West State, Jacksonville, IL will accept bids to purchase weatherization materials used in the Illinois Home Weatherization Assistance Program during the period of October 1,2025 through September 30, 2026. MCS will also be accepting proposals from HVAC contractors to participate in the Illinois Home Weatherization Assistance Program during the same period of October 1,2025 through September 30, 2026. Bids awarded November 24, 2025, at scheduled meeting of the Morgan County Board located at the Morgan County Courthouse. Call for exact time if interested. Proposals will be evaluated and the contracts will be awarded to the vendors whose proposals are most advantageous to the Illinois Home Weatherization Assistance Program and MCS Community Services. MCS Community Services will also be accepting proposals from contractors interested in participating in the Illinois Home Weatherization Assistance Program during the same period above, October 1, 2025 through September 30, 2026. All contractors interested in submitting proposals must call our office at 217/243-9404 by 4:00pm on October 14 to register their company name. The purpose of this meeting is to explain the Illinois Home Weatherization Assistance Program and to disseminate questionnaires if necessary. Following directly after the contractor informational meeting, MCS will be having a secondary informational meeting for weatherization material vendors. The purpose of this meeting is explaining the Illinois Home Assistance Program and review bid packets. All vendors who attend will be given a vendor pre-qualification application and bid packet.
