Site work for a development in Woodinville, Washington. Working plans call for site work for a one-story above grade development.

**As of November 13, 2025, bids were rejected. No definite date for the rebid.** This project provides ditch restoration and maintenance for three sites located at various areas within city limits. The Contractor will complete the work for a not-to-exceed lump-sum cost that includes all necessary prevailing wage labor, materials, equipment/machinery/tools (including rentals), traffic control, hauling, dumping fees, applicable state taxes, and any other means of construction needed to perform the work according to industry standards and regulatory and environmental requirements set by the Washington Department of Ecology and the King County Surface Water Design Manual. The Contractor is responsible for reviewing and understanding the scope of work, facility locations, and all potential hazards and dangers associated with the work. All interested and registered Contractors must submit their bid proposal through the Public Purchase portal. Submitted bids must be valid for at least sixty calendar days and are to be accompanied by a bid deposit in the form of a cashier’s check, certified check, postal money order, or surety bond in the amount of five percent of the total bid. The City will select and award the Contract to the lowest responsible, responsive bidder. The Contractor selected for final award will be required to enter into a standard Public Works Contract and provide a certificate of insurance as defined in the draft contract with a policy endorsement naming the City of Woodinville as additional insured. The contract is subject to prevailing wage requirements. No additional costs for overhead, profit, duties, transportation, freight, fuel, environmental, storage, or disposal will be accepted outside the bid. Public works contractors must verify responsibility criteria for each first tier subcontractor, and include this verification in every public works contract and subcontract of every tier. Names of such subcontractors (or the Contractor's own name if doing all work) must be submitted with the bid proposal. The following details the Work requirements and information for the Ditch Restoration and Maintenance of all three (3) sites as shown in Attachment 2, "Project Site Locations".Work shall be completed adhering fully to the following assumptions and exclusions: The Contractor will be required to perform the following for Sites The primary goal is to restore these ditches to regulated watercourses by removing invasive vegetation, accumulated sediment, and obstructions to flow. The Work will be completed using an environmentally sensitive approach, maintaining downstream sediment trapping benefits while controlling turbidity during and after completion. The following details the Work requirements and information for the Ditch Restoration and Maintenance of all three (3) sites as shown in Attachment 2, "Project Site Locations". Removal of vegetation to restore the roadside ditch to meet its intended function, including reed canary grass, root mats, and accumulated sediment, as necessary. If large amounts of standing water are present, pumps shall be used to dewater the ditch. Pumped water shall be filtered, as required, prior to discharge to any downstream conveyance system, or shall be hauled off site and disposed of at an appropriate disposal site. Work shall begin at the upstream end of the conveyance channel to utilize the natural sediment trapping capacity of downstream vegetation, as much as possible. Upon completion of ditch restoration, erosion control blankets shall be installed as indicated in the Special Provisions to control turbidity in the rainy season. All sediment removed shall be loaded directly into dump trucks for disposal at an approved and permitted off-site facility (Attachment 3). o Environmental compliance with King County Surface Water Design Manual, and WA Dept, of Ecology standards including the City's National Pollutant Discharge Elimination System (NPDES) Permit. o Best Management Practices for erosion, sediment, and flow control to protect downstream water quality. o Efficient staging and access to minimize disturbance in steep slope areas and sensitive riparian zones. o Skilled execution by an experienced team using specialized equipment for sediment removal, rock lining replacement, vegetation management, and conveyance system cleaning. o No hazardous materials are anticipated; if encountered, additional costs will be addressed through Minor Changes. o Access to sites will be conducted in coordination with the City and property owners.
