Renovation of a conference / convention center in San Francisco, California. Completed plans call for the renovation of a conference / convention center.

**As of January 22, 2026 this project has not yet been awarded. A timeline for the award has not yet been established.** The objective of the project is to construct 837 KWpDC Photovoltaic system on the roof of Moscone West Convention Center in San Francisco, CA. The City may award the contract to the responsible Bidder that submits the lowest responsive Bid. Question Deadline 11/10/2025 Delivery shall be via facsimile at: (415) 553-4896 or email to Qbd@sfwater.org. The City may not answer questions received less than 10 days prior to the date for opening Bids. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of Attachment 1. The Local Business Enterprise (LBE) subcontracting requirement is 14.00%. The LBE subcontracting requirement can only be met with certified San Francisco Micro and Small-LBEs. The LBE subcontractor requirement is less than 20% due to the solar specific experience required for this project and the specialized solar supplies which are not typically available through normal electrical supply chains. PUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s). Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. Refer to Attachment 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: electrical construction, solar construction and crane/rigging work. The Bidder is required to possess both (1) a Class "A" or a Class "B" and (2) a Class "C-10" California Contractors License. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
