The owner has selected a Construction Manager. A timeline for construction has not yet been established. The City of Clearwater is seeking Statements of Qualifications (SOQ) from experienced and qualified firms to provide Construction Manager at Risk (CMAR) services for the North Beach Stormwater Improvements Project (Project No. 24-0037-EN). This is a multi-phase effort anticipated to extend over approximately five years, with Phase 2 expected to exceed Phase 1 scope and complexity. The overall costs is expected to range between $45 million and $80 million, depending on the final scope. The City of Clearwater is preparing to advertise several other large roadway and utility replacement projects separately over the coming months (to be posted on OpenGov). The upcoming projects include: Osceola Streetscape & Utilities - estimated budget of $10 - $15 million Fort Harrison Streetscape & Utilities - estimated budget of $60 - $80 million across four (4) phases Nash Street Utilities - estimated budget of $10 - $15 million Question Deadline 11/01/2025 at 10:00 AM ET Questions will be received electronically. General, Process, or Technical Questions concerning this solicitation shall be submitted through the Citys e-Procurement Portal located online Review Responses: November 10-25, 2025 Presentations (if requested): Week of December 8, 2025 Award recommendation: Week of December 8, 2025 Council Authorization: January 2026 Contract Begins: January 2026 Pursuant to F. S. 252.505, any vendor who breaches a contract for commodities or services related to an emergency response for a natural emergency during an emergency recovery period shall pay a $5,000 penalty and damages, which may be either actual and consequential damages or liquidated damages. As used in this section, the term "emergency recovery period" means a 1-year period that begins on the date that the Governor initially declared a state of emergency for a natural emergency. The initial term is estimated to be from January 2026 through December 2030. The City reserves the right to extend the term of this contract, provided however, that the City shall give written notice of its intentions to extend this contract no later than thirty (30) days prior to the expiration date of the contract. The City reserves the right to reject any or all responses or any part thereof; to reissue the solicitation; to reject non-responsive or non-responsible responses; to reject unbalanced responses; to reject responses where the terms and/or awards are conditioned upon another event; to reject individual responses for failure to meet any requirement; to award by part or portion, or total; to make multiple awards; to waive minor irregularities, defects, omissions, technicalities or form errors in any response. The City may seek clarification of the response from respondent at any time, and failure to respond is cause for rejection. Submission of a response confers on respondent no right to an award or to a subsequent contract. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
