Bidders are required to comply with all applicable Federal, County, State, and Municipal laws, rules, and regulations, including P.L. 1975, c. 127 (N.J.A.C. 17:27) and Public Contracts Law N.J.S.A. 40A:11-1 et seq. Bids must be made on the standard proposal form as outlined in the specifications, enclosed in a sealed envelope clearly marked with the name and address of the Bidder and the project title. Each bid must be accompanied by a bid bond or certified check for not less than ten percent (10%) of the bid amount (with a maximum of $20,000.00 and a minimum of $500.00), a Consent of Surety, and all forms listed in the Proposal Section of the Specifications. The bid proposal must also include certifications required by New Jersey Department of Labor and Business Registration statutes. All inquiries regarding the scope of work, construction plans, or specifications must be submitted in writing to the Borough Engineer at Key Engineers, Inc. The municipality may not be contacted for project inquiries. The Borough reserves the right to reject any and all bids for reasons including, but not limited to, incomplete documentation, unbalanced pricing, or in the best interest of the Borough.
