East Meadow Water District 1,4-Dioxane and Iron Treatment at Well 10. Federal equal opportunity and labor standards are applicable for all work performed under this contract. Bidders are advised that the project may be funded entirely or in part from a federal assistance agreement between the EPA and the Town of Hempstead. All bidders shall acknowledge federal requirements and provisions for construction contracts, including but not limited to: the Davis-Bacon Act, EPA's Disadvantaged Business Enterprise (DBE) program, Build America, Buy America (BABA) Act, and American Iron and Steel (AIS) Act. Instructions to Bidders: Complete digital sets of bidding documents may be obtained online. All bidders must obtain a set of the contract documents and all addenda. Hard copies of the proposal and town forms (Sections 11 and 12 of the contract documents) must be submitted with each bid. Each proposal must be accompanied by a certified check or bid bond payable to the Town of Hempstead for not less than 5% of the estimated amount of the bid. Bid documents may be viewed at the Office of the Commissioner of General Services. A. The work to be completed under three contracts, Contract PW 16-25 - General, PW 17-25 - Electrical and PW 18-25 - Plumbing includes, but may not be limited to the following, as shown on the Contract Drawings, specified herein and as required for a complete installation. Site Work o Removal of utilities, asphalt pavements, concrete, soil, sidewalks, curbs, roadways, lights, signs, fencing, landscaping and hardscaping o Clearing and grubbing o Removal of the abandoned cesspool adjacent to the Well 10 Building, including complying with all regulatory requirements o Clearing, excavation, and regrading of the existing blowoff and stormwater recharge basin on site o Removal of one existing aboveground diesel storage tank and engine o Earthwork, grading, furnishing and installing topsoil and seed, construction of drop curbs, curbs and sidewalks, new full depth asphalt pavement, construction of concrete pads, construction of chemical transfer pad, and site restoration o Site drainage improvements, including new piping, structures, outfalls, drywells etc. o Relocation of an existing diesel generator housed in walk-in enclosure with sub-base fuel tank to the Well 10 location o Installation of relocated generator set, including permitting of the fuel tank o Installation of a transfer containment area for the hydrogen peroxide tank o Installation of a secondary access driveway and slide gate o Installation of new fencing and sidewalk along the front of the property o Sedimentation and erosion control o Final site restoration Treatment Building o Construction of the proposed Treatment building footings, foundations, floor slabs, walls, and subgrade equalization tank o Installation of a masonry brick and block building, doors, louvers and associated HVAC equipment, heating systems and all accessories and appurtenances o Installation of an IRF system, AOP system, GAC system, and concrete foundation pads o Providing and installing additional process equipment, all interconnecting piping, valves, appurtenances and accessories, lab bench and sampling station, instrumentation, control systems, SCADA improvements, control panels, tank monitoring systems, security and alarm systems, power from Well 10 building, panelboards, and lighting within the Treatment Building o Installation of grounding loops and lightning protection system Well 10 Building o Rehabilitation of Well 10, replacement of Well 10 pump and motor, and replacement of Well 10 discharge piping and valves o Modification to the Well 10 building electrical service and power distribution systems, including furnishing and installing a new switchboard to serve the Well 10 building and Treatment Building, and new well pump motor starter o Removal of existing blowoff control panel and replacement with a remote I/O panel o Removal of existing motor control center o Repair of the brick facade o Replacement of existing overhead door and associated widening of masonry opening and lintel replacement o Replacement of existing building lighting o Surface preparation and painting of existing building ceiling, walls, floor, doors, door frames, exposed wood and all previously painted surfaces o Surface preparation and painting of existing and new piping, valves and appurtenances o Abatement of hazardous materials as required to perform the work o Installation of grounding loops and lightning protection system o Removal of an existing concrete floor slab and replacement with a structurally supported FRP mezzanine o Removal and replacement of steel grating with FRP grating o Furnishing and installing a hot water heater and tepid water system o Removal of an interior wall o Removal of a diesel engine and all associated piping and panels o Furnishing and installing new sodium hypochlorite storage and feed systems o Furnishing and installing new calcium hydroxide storage and feed systems B. All components, appurtenances, accessories, pipes, valves, conduit required for a complete and operational system shall be included in the work of these contracts to provide a complete installation for startup, commissioning, training and be ready to be placed into service upon receipt of approvals from Nassau County Department of Health (NCDH). A. The work under this Section includes, but is not limited to, the following: 1. The tank system shall be emptied of all contents (including but not limited to, liquids, sludges, tank bottoms, pumps, heating coils, level monitoring and control equipment, transmitters, indicators, conduit, wiring, gauges, meters, pumps, equipment pads and supports) and cleaned in accordance with all applicable laws and regulations, the requirements of this Section, and the Contract Documents. 2. All piping and appurtenances associated with the tank system shall be cleaned in accordance with all applicable laws and regulations, the requirements of this Section, and the Contract Documents. A. Contractor shall furnish all labor, materials, equipment, and incidentals required to provide the structural steel, including surface preparation and galvanized coatings, as shown and specified. B. It includes the supply, fabrication, surface treatment and corrosion protection, erection and temporary bracing of the structural steel. Including providing openings in and attachments to structural steel to accommodate the Work under this and other Sections and providing for the structural steel all items such as anchor bolts, studs and all items required for which provision is not specifically included under other Sections. The work includes but is not necessarily limited to the following: 1. All structural steel framing. 2. All other steel shown on the structural drawings. 3. Base plates and supply of embedded anchor bolts and other embedded steel connectors. The setting of these items is included under Cast in Place Concrete. 4. All steel framing shall be surfaced cleaned and galvanized, unless otherwise noted. Steel that shall be fireproofed or field welded shall have no primer. 5. Providing temporary bracing for the erection of the steel framing as required. 6. Grouting is not included in this work. It is included in the "Cast in Place Concrete" work. 7. Provisions for Other Work: All other labor, materials and Work given in the Drawings, specified herein or required to make the structural steel Work complete. C. Structural Steel is that work itemized above, and in the AISC Code of Standard Practice, and all steel shown on the contract drawings. D. Coordination: Review installation procedures under other Sections and coordinate the Work that must be installed with or attached to the structural steel. E. Related Work Described Elsewhere: 1. Scope: Contractor shall furnish all labor, materials, equipment and incidentals required to provide miscellaneous metal fabrications including surface preparation and shop priming, as shown and specified. B. The extent of miscellaneous metal fabrications Work is shown on the Drawings and includes items fabricated from iron, steel, stainless steel and aluminum shapes, plates, bars, castings and extrusions, which are not a part of the structural steel or other metal systems covered by other Sections of these Specifications. C. Provide metal fabrications and miscellaneous metals as indicated on the Drawings and as specified herein, including, but not limited to the following: 1. Embedded steel plates. 2. Miscellaneous framing and supports 3. Support Inserts 4. Loose Bearing Plates 5. Lintels (Exterior) 6. I-Beam, channel, angle, and other miscellaneous iron work 7. Miscellaneous bolts, anchors and inserts to be set in concrete D. Related Work Specified Elsewhere: 1. Section 05503, Fasteners for Miscellaneous Metal Fabrications.
