Fermi Forward Discovery Group, LLC (FFDG), managing operations for the U.S. Department of Energy Office of Science, is soliciting proposals from qualified construction contracting firms to join a General Contracting Pool under an Indefinite Delivery, Indefinite Quantity (IDIQ) subcontract. Selected subcontractors will perform facility repair, alteration, maintenance, rehabilitation, and modernization projects at Fermilab. The scope includes general contracting services such as project management, supervision, labor, transportation, materials, tools, equipment, and coordination of subcontractors for both interior and exterior construction, renovations, additions, maintenance/repair, and structural demolition. Subcontractors must be capable of managing multiple concurrent projects and responding to emergency work within four hours of notification. Task Orders will be issued under two tiers: Tier 1 for projects up to $100,000 requiring a minimum bonding capacity of $250,000, and Tier 2 for projects up to $250,000 requiring bonding capacity up to $1 million. Subcontractors must attend site visits within 24-48 hours of notification and submit proposals based on project value within 3 to 10 business days. All work is subject to Davis-Bacon wage requirements, certified payroll submissions via LCPTracker, and compliance with federal, state, and local safety and labor standards. The contract includes a one-year base term with four one-year options, with a maximum Task Order value of $250,000 and an estimated total pool value of $14 million over five years. A minimum subcontract value of $1,000 is guaranteed. Subcontractors must meet insurance and bonding requirements, including optional rolling bonds at the IDIQ level. Proposals must include technical and business management sections, with detailed organizational structure, key personnel qualifications, safety and quality plans, past performance, and pricing.
