Site work and asbestos abatement for a water / sewer project in Batavia, Illinois. Completed plans call for site work for a water / sewer project; and for asbestos abatement for a water / sewer project.

As of October 6, 2025, this will be on the 9/23 Committee of the whole agenda and on the 10/6 CC meeting for final approval. Webster St. Pre-Demolition Abatement, Partial Building Demolition, Underground Tank Removal and Soil Remediation The project is located at 330-338 Webster Street, Batavia IL 60510 This is a cash project. The work for which bids are to be received generally includes: o Abatement of asbestos-containing materials within the interior of the 330-338 Webster St. buildings o Partial demolition of the 330 Webster St. building o Removal of an under ground fuel storage tank o Remediation of soil from the property All work shall be in accordance with the specifications as set forth in the Contract Documents, plans and other State and Local regulations as applicable. The proposal from the Contractor shall consist of the submission of the completed Contract Documents and supple mental addendums as received from the Owner. The bid shall be made on the BID PROPOSAL,BID SCHED ULE, BID CONDI TIONS, AND BIDFORM provided as part of these Bidding Documents and shall be accompanied by a bid guarantee in the form of a Certified or Cashier's check from a responsible solvent bank or Bid Bond made payable to the City of Batavia in the amount of five percent (5%) of the bid amount. The amount of the bid guarantee shall be forfeited to the Owner if the Bidder neglects or refuses to enter into a Contract or to furnish performance security after the bid has been accepted. The Contractor shall provide a writ ten statement as part of the Bid submittal verifying their ability to commence work on the project within the time specified in the Contract Documents. The Owner intends to accept the lowest responsible bid and the Owner reserves the right to reject any and all bids, offers, or proposals submit ted, or to advertise for new bids. The Owner reserves the right to defer the acceptance of any bid and the award of a Contract for a period not exceeding ninety (90) calendar days after the date of opening the bids. The Bidder to whom the City elects to award a Contract shall sign the Contract, furnish a Performance Bond, or Letter of Credit in amounts equal to one hundred ten percent (110%) of the Base Bid Contract amount and required Certificates of Insurance, within fifteen (15) calendar days after the Contract has been awarded. Failure to do so shall make the Contract null and void. Bidders are advised of the following requirements of this contract: 1) Illinois Prevailing Wage; 2) 5% Bid Security, calculated based on the Base Bid Contract amount, with submittal of bid; 3) 110% Performance Security, calculated based on the Base Bid Contract amount, and required within fifteen (15) calendar days after Contract award; 4) applicable OSHA, IDOL and EPA requirements; 5) applicable IDOT, KDOT and City permit ting requirements. 1. Soil Removal and Backfilling Activities a. The staged backfill material shall be loaded and transported for disposal at a licensed, permitted Subtitle D Landfill. b. Any additional excavated materialsshall be live-loaded and transported for disposal at a licensed, permitted Subtitle D Landfill. c. Over-excavation of the UST basin, under the direction of the CONSULTANT, is expected to ensure removal of impacted soil. Bid shall include cost for removal of additional material on a cost per ton basis. d. CONTRACTOR shall aid the CONSULTANT as requested and necessary in collection of confirmation samples from the floor and sidewalls of the UST excavation. e. Backfill material and/or excavated native soil suspected of contamination may not be removed from the Site without written approval from the CITY. f. CONTRACTOR is responsible for manifesting and receiving approval from a licensed, permitted Subtitle D landfill. g. Materials removed from the Site shall only be transported directly to facilities which have received prior approval of the CONSULTANT and the CITY. No materials shall be added to or removed from transport vehicles between their time of departure from the Site and their time of arrival at the approved facility for their disposal. h. Landfill costs (inclusive of profiling, transportation, tipping fees, etc.) are to be paid directly by CONTRACTOR. Tonnage will be based upon landfill weight tickets. The Ownerisseeking to perform pre-demolition abatement of asbestos-containingmaterialsfrom within the structureslocated at 330-338 Webster St. Following completion of abatement activities, The Owner is seeking to demolish the westernmost portion of the 330 Webster St. structure to expose an underground storage tank. This project also includesremoval and proper disposal ofthe underground storage tank and any necessary soilremediation in proximity to the underground tank as well as at other locations on the projectsite. This project includesfinal grading and landscaping of all disturbed areas. Completion- November 26, 2025.
