As of December 16, 2025, project was awarded to Murphy Excavation LLC, awarded amount is $636,426.50. The work under this Section covers the general requirements that are applicable to all types of hot and warm mix asphalt pavements of the plant mix type. Deviations from these general requirements will be indicated in the specific requirements for various types of mixes noted in the following sections of these Specifications. This work shall consist of one or more courses of hot and warm mix asphalt plant mix constructed in accordance with these specifications and the specific requirements of the type of mixture required and in reasonably close conformity with the lines, grades, thicknesses, and typical cross sections shown on the plans or established by the Engineer. The Contractor may use either hot mix or warm mix for all Superpave ESAL Range mixes in Sections 420, 423, and 424. Warm mix asphalt shall be defined as the use of an approved warm mix technology in the plant mix at the time of production. The project is estimated between $600,000.00 and $650,000.00. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The amount shown is only to provide general financial information to contractors and bonding companies concerning the project's complexity and size. This amount should not be used in preparing a bid, nor will it have any bearing on the decision to award the contract. The principal items of work are approximate as follows: 530A-002 24" ROADWAY PIPE (CLASS 3 R.C.) 468 LINEAR FEET 618A-000 CONCRETE SIDEWALK, 4" THICK 925 SQUARE YARD 621C-030 INLETS, TYPE "SPECIAL" 3 EACH 623C-003 COMBINATION CONCRETE CURB AND GUTTER, TYPE C (MODIFIED) 1,033 LINEAR FEET 703A-002 TRAFFIC CONTROL MARKINGS, CLASS 2, TYPE A 1,263 SQUARE FEET The entire project shall be completed within seventy-five (75) working days from the Notice to Proceed issuance date. To be eligible for consideration, bids must be submitted on complete original proposals. No bid documents will be distributed later than 24 hours prior to the scheduled opening of bids. A certified check (drawn on an Alabama Bank) or Bid Bond payable to the City of Prattville, Alabama in an amount not less than five percent (5%) ofthe amount ofthe bid, but in no event more than $10,000.00 must accompany each of the bidder's separate sealed proposal. Check or bid bond shall be provided as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fourteen (14) days after notice of award of Contract to them. The successful bidder will be required to submit 100% performance bond and a 50% payment bond. Performance and Payment Bonds shall be from an approved surety company holding a permit from the State of Alabama to act as surety. Contractors are required to apply for all permits (City of Prattville local permit fees will be waived). The contractor will be required to perform work amounting to at least thirty percent (30%) of the total contract costs with his own organization. Each bidder must be licensed as a Contractor in the State ofAlabama in accordance with provisions of Chapter 8 of Title 34 of the Code of Alabama, 1975, as amended, and must submit with this bid satisfactory evidence of such license. Contractor prequalification is not required to bid on the project; however, the award ofthe contract will not be made to any bidder who, at the time ofthe award, is considered by the Alabama Department of Transportation (ALDOT) to be disqualified from bidding, nor to any bidder who is an affiliate of or has a corporate officer, director or principal owner who is a cooperate officer director, or owner of, another person who is presently disqualified by ALDOT. Further details and definitions regarding this provision are included in the project specifications. In order to comply with the requirements of the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, Act No. 2011-535, and Act 2012-491, bidders must comply with Section 31-13-9, Code of Alabama, 1975, as amended. This is a federally funded project. The proposed work shall be performed in conformity with the rules and regulations for carrying out the Federal Highway Act and other Acts amendatory, supplementary, or relative thereto. This project is subject to the contract work hours and Safety Standards Act and its implementing regulations. The right to reject any or all proposals or bids and to disregard any minor irregularities is reserved. No Bidder may withdraw their bid within forty-five days from the date set for receiving the bids.
