Renovation of a mixed-use development in Marion, Illinois. Completed plans call for the renovation of a medical facility.
This procurement is set aside for Service-Disabled Veteran-Owned Small Businesses in accordance with 38 USC 8127(d) and Public Law 109-461. The project construction cost range is between $1,000,000 and $5,000,000, and the applicable NAICS code is 238220 with a $19.0 million small business size standard. The project duration is 365 calendar days from notice to proceed, including final inspection and clean-up. Award will utilize a Best Value Lowest Price Technically Acceptable Source Selection Process in accordance with FAR Part 15, and proposal submission requirements will be included in the solicitation package. The government intends to award without discussions but reserves the right to hold discussions if necessary. Offerors are responsible for monitoring and downloading amendments from the SAM Contract Opportunities website. Registration in SAM is required under FAR 52.204-7 and FAR 2.101, and SDVOSB/VOSB firms must be registered in the Veteran Small Business Certification (VetCert) database under VAAR 802.101. The solicitation package and drawings are expected to be available on or before February 18, 2026, with proposals due on or about March 19, 2026. An organized site visit will be scheduled and announced with the solicitation. No hard copies of the solicitation or drawings will be provided, and telephone requests or questions will not be accepted; questions shall be emailed to maria.hoover@va.gov with the subject line referencing Replace Air Handlers in Building 1, Project 657A5-22-103, Solicitation No. 36C25526R0068. All questions pertaining to this project are due by 12:00 PM CDT, March 6 , 2026.
