When the treatment plant was built, the Ion Exchange treatment process was primarily designed to remove Nitrate from the water source. However, new rules and regulations regarding Perchlorate (Perchlorate: naturally occurring and a man-made contaminant that is increasingly found in groundwater, surface water and soil. Most perchlorate manufactured in the U.S. is used as an oxidizer in solid fuel for rockets and missiles) have emerge requiring additional removal. Unfortunately, the existing Ion Exchange treatment process at the Ground Water Treatment Plant cannot remove Perchlorate below the new stablished Detection Limit (DL) of 1 ug/L (1 part per billion, PPB) the Maximum Contaminant Level (MCL) is 6 PPB. The State has already suggested that the new DL of 1 PPB will become the MCL in the near future. In order to continue to produce water that meets and exceeds current and future drinking water standards, improvements of the existing technologies at the Ground Water Treatment are required The project is included in the City's 2026-2030 Capital Improvement Program (CIP).
