The purpose of this project is to establish a continuing services contract with multiple contractors for cleaning, inspection, condition assessment, and rehabilitation of sanitary sewer laterals and associated main-to-lateral connections within the City's wastewater collection system. The program is intended to reduce infiltration and inflow (I/I), restore structural integrity, extend system service life, and support regulatory compliance. Work will be issued under individual task orders during the term of the contract. Selected contractors will be responsible for furnishing all labor, equipment, materials, supervision, and incidentals necessary to perform the services described in the Scope of Work. The services to be performed include, but are not limited to: Cleaning of sanitary sewer mains and laterals using hydraulic or mechanical methods. Closed-circuit television (CCTV) inspection and condition assessment in accordance with NASSCO PACP/LACP/MACP standards or equivalent nationally recognized standards. Rehabilitation of sewer laterals and main-to-lateral connections using trenchless technologies that comply with applicable ASTM standards and provide a watertight, structurally sound liner with a minimum design life of 50 years. Acceptable methods may include cured-in-place pipe (CIPP), lateral sealing systems, chemical grouting, or other equivalent trenchless methods. Restoration of surfaces and appurtenances disturbed by the work. The City intends to award contracts to the three (3) lowest responsive and responsible bidders. The City reserves the right to assign task orders at its discretion, including the option to request competitive quotes among the awarded contractors for individual work orders. Estimated quantities for bidding are provided in the Price Schedule; actual quantities may vary. The City reserves the right to increase or decrease the scope of work as needed. Work will be assigned under this contract on an as-needed basis. All work shall be completed in accordance with applicable ASTM standards and industry best practices. Sanitary Sewer Cleaning Perform cleaning using appropriate hydraulic or mechanical equipment to remove roots, grease, debris, and other obstructions. Clean sewers using hydraulic or mechanical methods sufficient to allow accurate inspection and rehabilitation. The successful respondent may select the method (hydro-jetting, rodding, mechanical cutting, or an equivalent method) provided that it does not damage the sewer infrastructure. Debris shall be removed and disposed of legally off-site. Sewer Condition Assessment Conduct closed-circuit television (CCTV) inspection of mains and laterals in accordance with NASSCO PACP, LACP, MACP standards or equivalent nationally recognized standards. Capture digital video and defect coding sufficient to support asset management and rehabilitation planning. Provide inspection reports in an electronic format compatible with the City's system. Automated defect recognition (ADR) tools may be used at the Contractor's discretion, provided all data is verified by qualified personnel. Lateral Rehabilitation Rehabilitate sewer laterals and main-to-lateral connections using trenchless technologies, meeting the following performance requirements: Conform to applicable ASTM standards (e.g., ASTM F1216, F2019, F2599, or equivalent). Provide a watertight seal at the main-to-lateral interface. Be structurally designed for fully deteriorated conditions, including external groundwater pressure. Provide a minimum of fifty-year design service life. Acceptable rehabilitation methods include, but are not limited to: CIPP (cure-in-place pipe) using UV, steam, or water cure. Main-to-lateral sealing systems. Chemical grouting or other trenchless rehabilitation methods meeting performance requirements. Quality Assurance and Testing Post-rehabilitation CCTV inspection shall verify full coverage and water tightness. The successful respondent shall provide submittals including design calculations, liner test data, and manufacturer certifications. All deficiencies must be corrected at no additional cost to the City. 3.3. Qualifications The respondent must hold appropriate state or local licenses required for sanitary sewer rehabilitation. The respondent must demonstrate successful completion of at least three (3) similar projects within the past five (5) years. NASSCO certifications (PACP, LACP, MACP) are preferred, but equivalent nationally recognized training and experience may be accepted. Contractor must maintain a written safety program and have no OSHA willful violations in the past five (5) years. Provide references from three past clients. Contractor must ensure protection for residential and commercial properties and facilities of any type from damage that could occur from the work being performed. Technicians must appear in professional uniforms clearly identifying the contractor or company name. Technicians must wear all appropriate personal protective equipment (PPE) in compliance with OSHA and manufacturer safety standards. Assigned tasks must be managed by a designated single point of contact (SPOC) assigned by the contractor. This individual shall be responsible for coordinating all service scheduling, reporting, emergency response logistics, and communication with City personnel for the duration of the contract. The SPOC must be available during normal business hours and on-call during emergencies. Contact information must be provided upon award. 3.4. Deliverables Cleaning and inspection logs, videos, and coded defect reports. Rehabilitation design documentation (liner thickness, if applicable). Post-installation CCTV inspection records. Final project summary including locations, quantities, and as-built data. 3.5. Measurement and Payment Payment will be made on a unit price basis as bid in the pricing schedule. Unit prices shall be full compensation for all labor, equipment, materials, submittals, and incidentals to complete the work.
