Renovation of a fire / police facility in New Rochelle, New York. Completed plans call for the renovation of a 2,900-square-foot fire / police facility.

The City of New Rochelle is seeking bids from qualified contractors to install an easy-to-clean, slip-resistant floor solution for Fire Station #3, 756 North Ave, New Rochelle, N.Y. 10801 The scope of work consists of general construction, protection, scraping, and sanding of the existing floor epoxy as detailed herein. The awarded contractor must be certified for this type of work, using lead-free work practices and adhering to local regulations. Contractor must submit a safety and health plan and cleaning methods, prepping & removing the existing epoxy paint, before being awarded this contract. Work Description The work includes, but is not limited to, the following tasks: The contractor shall provide all labor, equipment, materials, tools, methods, and any additional items necessary to complete the work and take all safety measures as required by the Owner for this construction contract. The new work will generally entail: - 2,900 Square feet of flooring - Protection of existing equipment with H.D. plastic to minimize exposure to dust and debris, and dispose of all removals properly as per code requirements. - Scraping and sanding of all existing coats of epoxy, exposing the original apparatus concrete flooring - Flooring repairs- addressing cracks, chips or uneven joints, plus sealing all cracks, control joints, expansion joints, and drains. -Remove existing equipment from the raised area in the back - Remove +/-220 SF x 4" thick concrete raised pad & tiles, level the concrete with the rest of the apparatus floor- - Apply a slip-resistant double broadcast urethane system with a grout coat per manufacturer's recommendations: Surface Preparation a) Clear the Area: Remove all items from the apparatus floor. This includes vehicles, tools, and any other objects that might obstruct the coating process. b) Inspect the Surface: Examine the concrete floor for any existing coatings, stains, or imperfections. These need to be addressed before applying the urethane. c) Remove Existing Coatings: If the garage floor has an old coating, use a diamond grit grinder to strip it off. This ensures the new urethane coating adheres properly. d) Check for Moisture: Make sure the concrete is completely dry. Moisture can compromise the coating's effectiveness. Professionals often use a moisture meter to ensure the floor is dry enough for application leaning o Sweep and Vacuum: Start by sweeping the floor to remove loose dirt and debris. Follow up with a shop vac to pick up finer particles. o Pressure Wash: For a deeper clean, use a pressure washer. This helps to remove any embedded dirt, oil, or grease stains. Allow the floor to dry completely after washing. o Degrease: Apply a concrete degreaser to stubborn oil and grease stains. Scrub thoroughly and rinse off with water. This step is vital for ensuring the urethane adheres well. Application Process o Choose the Right Day: Always apply urethane in good weather, ideally between 50F and 90F. Extreme temperatures can affect the curing process. o Mixing: If the urethane coating comes in two parts, mix them thoroughly according to the manufacturer's instructions. This ensures the best performance and durability. o Rolling On: Use a 1/4-inch nap roller for the application. This type of roller provides even coverage and helps avoid bubbles or streaks. Apply the first coat evenly across the entire surface. o First Coat: Allow the first coat to dry completely. Second Coat: After the first coat is dry, apply a second coat. Third Coat: After the second coat is dry, apply a third coat. **Due to high traffic in these areas, for extra protection, a third coat will be applied. ** All work is to be warranted for two years after completion of work and the floor will remain watertight and shall not allow water to leak into any other areas. A 2% retainage will be held for the duration of two years after completion of work. Contractor must submit a safety and health plan and cleaning methods, prepping & removing the existing epoxy paint, before being awarded this contract. Any additional questions must be submitted via email to kconca@newrochelleny.gov before the due date, October 24th, 2025. Questions and answers will be posted on the City's website by October 27th, 2025. Notice of Award is anticipated to be issued to the successful firm on or before November 29, 2025.
