The Scope of Work includes replacing several lampholes with manholes, installation of manholes at dead ends and existing intersections, and all other incidental items and work described in the Specifications and/or Contract Documents or reasonably inferable therefrom. Each bid must be accompanied by a Bid Bond in the amount of five percent of the bid amount. The successful bidder must submit an affidavit and documentation affirming the business entity’s enrollment and participation in the federal work authorization program and that all employees working for the contracted services are not illegal immigrants. After contract signing, the contractor and any subcontractor must provide a 10-hour OSHA construction safety program for onsite employees. The project is a federally-funded prevailing wage project subject to labor standards compliance and other specified federal and state regulations. The City intends to award the contract to the most responsive, responsible bidder submitting the lowest bid, but reserves the right to reject any or all bids and to waive irregularities in the best interest of the City. Disadvantaged business enterprises will be given full opportunity to submit bids and will not be discriminated against on the basis of race, color, or national origin in consideration for award.
